Statement of Work (SOW) / Performance Work Statement (PWS)

To establish performance-based requirements for the delivery and installation of a door surveillance system for the Special Access Facility (SAF) to support observation and situational awareness.

• Design, install, configure, and test a complete camera system in the SAF.

• Install a main monitoring station in room 121K.

• Provide 3 Vandal Proof 8 MP cameras mounted outside secure location entrances (locations pre-approved by SSO).

• Install a viewing station with recording capabilities and a locking equipment rack for ancillary hardware.

• System must be reliable, secure, and meet base infrastructure and cybersecurity requirements.

• CCTV System includes: 4 Port PoE+ NVR, 1 HDD, 1 equipment enclosure, 3 dome style 4K IP autofocus cameras, power conditioning, surge protection, UPS, 3- 32" TAA compliant Samsung display monitors, and necessary cabling/equipment.

• The CCTV system will be stand-alone and not integrated into existing DOD network IT systems.

• Cameras must cover all entry/exit doors (100% coverage).

• Monitor station must display real-time and playback video for all doors without system malfunction during testing.

• Compliance with all applicable base and DoD network/security standards, including secure login and encrypted protocols.

• Security staff must be trained on system functions within 2 business days of install.

• Project completion (install, test, turnover) within 30 calendar days of Notice to Proceed.

• Period of performance: Not to exceed 120 calendar days from date of award.

• Onsite work: Not to exceed 10 duty days.

• Security requirements: Coordination with Security Forces for base access, compliance with site safety and security policies, prohibition of transmitting devices on site, use of secure non-public IP addresses and encrypted protocols for camera systems.

• Records Management: Contractor is responsible for records as described in PWS, to be maintained and disposed of per AFI 33-322 and Air Force Records Disposition Schedule. Records to be turned over to Government upon contract completion.

• Quality Assurance: Government oversight via periodic inspections and final acceptance review.

• Maintenance and Support: Includes preventative maintenance (one-time, six months post-installation), corrective maintenance (within 72 hours of notification), and help desk support (Monday-Friday, 8am-5pm). Monthly reporting required.

• Option Years: Up to 4 option years for maintenance and support, with terms and conditions remaining the same. Price adjustments are capped at 2.5% annually, requiring justification. Minor scope changes are subject to mutual agreement and potential price adjustment. Option exercise requires 60 days written notification.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for commercial items to procure SAF Cameras for the 5th OG (Operations Group). The acquisition is a Firm-Fixed Price (FFP) RFQ and is set aside exclusively for Small Business Concerns. The North American Industry Classification System (NAICS) code is 334310, with a Small Business Size Standard of 750 employees.

• The primary deliverable is one lot of "5 OG SAF Cameras Buy."

• Detailed specifications are provided in Attachment 1 (SOW, Specs, etc.).

• Offerors must submit product literature and clear photographs for each unique item to demonstrate technical compliance. This is a pass/fail requirement.

• Contract Type: Firm-Fixed Price (FFP)
