Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the lodging requirements for students of the 6th Combat Training Squadron (6 CTS) attending the Tactical Air Control Party (TACP) Formal Training Unit (FTU) at Nellis Air Force Base, Nevada.

• Provide 2- or 3-bedroom apartment-style accommodations for 6 CTS students.

• Fully furnish all units or sub-contract to have them fully furnished.

• Provide all necessary personnel, equipment, tools, materials, and supervision.

• Accommodate an increasing capacity from 24 students by September 20, 2026, up to a maximum of 130 students by June 1, 2027.

• All rooms must be non-smoking.

• Period of Performance (PoP): Five years, beginning September 20, 2026.

• Facilities must be located within a 20-mile radius of Nellis AFB.

• Capacity: Phased increase to accommodate up to 130 students by June 1, 2027.

• Facilities: Must meet federal, state, and local occupancy standards, including HUD's Housing Quality Standards (HQS). This includes secure locks, adequate lighting, functioning smoke/CO detectors, and fire extinguishers.

• Maintenance & Repairs:

  • Emergency Repairs: Respond within 2 hours, initiate corrective action within 6 hours. Provide equivalent room if repair exceeds 24 hours.
  • Non-Emergency Repairs: Respond within 24 hours, complete within 3 business days.

• Utilities & Furnishings: Units must include refrigerated air conditioning/heating, clean environment, at least one bathroom, adequate ventilation, a kitchen with appliances, 30 Mbps Wi-Fi, linens, a washer/dryer (or access to laundry), queen-sized beds, dressers, nightstands, lamps, kitchenware, and common area furnishings (TV, couch, coffee table, dining set).

• Contractor Personnel: Must designate a Contract Manager (CM) and alternate, and employees must identify themselves. Zero tolerance for trafficking in persons.

• USG Furnished Items: The USG will not provide any property, materials, equipment, or services.

• Check-in/Check-out: USG provides finalized rosters and apartments at least 72 hours prior to check-in. Contractor provides keys. USG confirms departure dates and arranges room inspections for check-out.

• Liability: Contractor explains miscellaneous charges (damage, smoking violations) to students during check-in; these are not covered by the contract.

• Invoicing: Submit electronic invoices monthly via PIEE, with supporting documentation (roster, maintenance logs).

• Unit Readiness & Availability: All units must be fully furnished, clean, and meet PWS requirements prior to move-in. Zero deviations required, with 100% USG inspection prior to occupancy.

• Health, Safety & Security: 100% compliance required for functioning deadbolts, window locks, detectors, fire extinguishers, and adequate lighting.

• Maintenance Response: No more than one failure per quarter for emergency and non-emergency repair response times.

• The contract is for commercial products and commercial services.

• The solicitation issue date is June 9, 2026.

• The North American Industry Classification Standard (NAICS) code is 531110, with a size standard of $34,000,000.00.

• The contract period of performance spans multiple years, with individual line items covering September 20, 2026, through September 19, 2031.

• Offers must be submitted by the date and time specified in the solicitation.

• The evaluation will be based on the following factors: Price, Technical Acceptability, and Past Performance.

• Award will be made to the responsible Offeror whose offer is most advantageous to the Government, considering price and other factors.

• The Government will evaluate offers by Total Evaluated Price (TEP).

• Technical acceptability will be determined on an Acceptable or Unacceptable basis.

• Past Performance will be evaluated for recency (within the past 3 years) and relevance.

• The Government intends to award one contract without discussions.

• This acquisition is set aside 100% for Small Business.

• Attachment 2 - Price List must be completed.
