This solicitation (FA480026Q0018) is for Linen and Laundry Services for the 633d MDG. The government is procuring services, labor, and equipment to provide linen in accordance with the Performance Work Statement (PWS).

• Furnish all services, labor, and equipment for linen and laundry services.

• Services to be provided in accordance with the Performance Work Statement (PWS).

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: April 27, 2026, to April 26, 2027.

• Option to Extend Services: FAR Clause 52.217-8 allows for up to an additional six-month continued contract performance.

• Offer Due Date: April 16, 2026, at 12:30 PM.

• Proposals must be submitted electronically via email to the Contracting Officer and Contract Specialist.

• Proposals will be evaluated based on Price, Technical Acceptability, and Past Performance. Technical and Past Performance are of equal importance to Price.

• Technical proposals will be evaluated on an "Acceptable/Unacceptable" basis.

• Past Performance will be rated on an "Acceptable" or "Unacceptable" basis.

• Offerors must provide at least two references for recent past performance.

• This acquisition is set aside 100% for Small Business.

• NAICS Code: 812320 (Linen and Uniform Rental Services).

• Size Standard: USD 8,000,000.00.

• Funds are not presently available for this effort; no award will be made until funds are available.

• Offerors must acknowledge all amendments.

• Questions are due no later than April 10, 2026, at 1500, with responses provided by April 14, 2026, at 1200.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide linen and laundry services for the 633d Medical Group Medical Treatment Facility (MTF) campus located at Joint Base Langley-Eustis, Virginia.

• Furnish all non-personal services, plant facilities, labor, tools, supervision, and equipment necessary for linen and laundry services.

• Pickup and delivery of laundry to the main facility at Building #257, 77 Nealy Ave, Langley AFB, Hampton, VA 23665.

• Ensure laundry is picked up and delivered in correct quantities, free of dirt, debris, dampness, offensive odors, mildew, cleansing chemical residue, stains, and damage. Items must have a uniform appearance and be properly finished/packaged.

• Services are to support patient care by providing linens to patients and staff.

• Performance must comply with Joint Commission (TJC), Unit Effectiveness Inspection (UEI), and USAF Referral Management Guidelines.

• Laundry must meet TJC, OSHA, and Infection Control standards.

• Finished articles must be clean, dry, free of lint, spots, stains, and odors, with a uniform bright white appearance for cotton articles.

• Fabric must be free of trace detergents and laundry processing products, with alkalinity between 5.0 and 7.0 pH.

• Shrinkage must be within natural limits; special attention to wool/hair fabrics.

• Washroom laboratory testing for tensile strength and whiteness retention is required, with results submitted to the Contracting Officer.

• Weight of soiled and clean linen must be documented using the Government scale, with a variance not exceeding 7% between soiled and cleaned weights.

• Separate containers for clean and soiled linen transport.

• Clean linen must be protected from contamination.

• Contractor personnel must participate in relevant continuing education programs.

• Pickup and delivery to the 633d Medical Group MTF, Building #257, 77 Nealy Ave, Langley AFB, Hampton, VA 23665.

• Normal delivery time is approximately 9:00 a.m. daily, Monday through Friday, unless otherwise directed.

• Contractor must provide an adequate linen inventory.

• Contractor must provide laundry carts and transportation vehicles.

• Repair of minor rips, tears, and open seams is required.

• Contractor must comply with HIPAA Privacy and Security regulations.

• Personnel must meet English language requirements and undergo specific training, including infection control and bloodborne pathogens.

• Contractor personnel require base passes for entry onto Joint Base Langley-Eustis (JBLE).
