Scope of Work
The awarded contractor will supply Melatonin in 1mg, 3mg, and 5mg strengths. Key requirements include:
- Product: Melatonin capsules/tablets with a unique 11-digit National Drug Code (NDC) number for each strength.
- Packaging: Unit of use bottles with child-proof closures, a minimum volume of 120cc, a cylindrical body, and a minimum 5.75" circumference. Bottles must accommodate a 5.25" x 2" label. Glass bottles are not acceptable. The contractor's label must be the only label on the product.
- Distribution: Products will be distributed through the VA and DoD Pharmaceutical Prime Vendor (PPV) Programs.
- Compliance: Products must meet FDA cGMP standards.
Contract Details
- Contract Type: Firm Fixed Price, Indefinite-Delivery Requirements contract.
- Period of Performance: Includes an Implementation Period, a Base Year Ordering Period, and four pre-priced one-year option periods.
- Award: One aggregate award will be made for all three line items (1mg, 3mg, 5mg) across the base and option years.
- Set-Aside: This is an unrestricted procurement.
- Cost Recovery Fee: A 0.5% Cost Recovery Fee must be included in all offered prices.
Submission & Evaluation
- Submission Deadline: April 9, 2026, at 2:30 PM Central Time.
- Proposal Format: Proposals must be submitted via email in Microsoft Word or PDF format, including a scanned copy of the signed SF-1449. Faxed proposals are not accepted.
- Product Samples: One sample bottle (with proposed label) for each line item must be submitted by the offer due date. Samples should not contain product but must be labeled appropriately with NDC/UPC and barcodes. Samples will be used to evaluate compliance with salient characteristics.
- Pricing: Offerors must submit prices for the base year and all four option years for all line items, with prices not exceeding two decimal places.
- Evaluation Criteria: Award will be made to the responsible offeror with the Lowest Price Technically Acceptable (LPTA) offer. Technical acceptability includes meeting product specifications, NDC/UPC uniqueness, cGMP acceptability, and provision of compliant product samples. Only offers with samples meeting all criteria will be eligible for award.
Additional Notes
- Estimated annual requirements are substantial: 1mg (35,394 bottles), 3mg (1,363,153 bottles), and 5mg (439,142 bottles).
- Offerors not manufacturing the items must submit a Letter of Commitment from the manufacturer.
- Other than small business concerns may be required to submit a subcontracting plan if the contract value exceeds $900,000.
