This amendment extends the deadline for the receipt of offers for solicitation 36E79726R0015.

• The "HOUR & DATE for Receipt of Offers" is extended.

• The due date and time for receipt of offers is extended from March 26, 2026, to April 9, 2026, at 2:30 PM Central Time.

• Clarification regarding bottle samples: Bottle samples should not contain product but must be labeled appropriately with NDC/UPC and barcodes as described in the original solicitation.

• All other terms and conditions of the original solicitation remain unchanged.

Solicitation / RFP / RFQ

This solicitation is for the procurement of Melatonin Capsules/Tablets for the Department of Veterans Affairs (VA) and Department of Defense (DoD) Pharmaceutical Prime Vendor (PPV) Programs. The objective is to establish a supply source for these drugs to ensure availability and consistency of product for nationwide usage and to obtain volume-based, committed-use pricing.

• Products: Melatonin in 1mg, 3mg, and 5mg strengths, in capsule or tablet form.

• Packaging: Unit of use packaging, with bottles containing child-proof closures, a minimum volume of 120cc, and specific label dimensions (5.25" x 2"). Glass bottles are not acceptable.

• National Drug Code (NDC): Offerors must provide an 11-digit NDC number unique to their company for each offered drug.

• Product Samples: One sample bottle (with proposed label) for each line item must be submitted by the offer due date.

• Cost Recovery Fee: A 0.5% Cost Recovery Fee must be included in all offered prices.

• Compliance: Products must meet FDA cGMP standards and other relevant regulations.

• Contract Type: Firm Fixed Price, Indefinite-Delivery Requirements contract.

• Period of Performance: Includes an Implementation Period, a Base Year Ordering Period, and four one-year option periods.

• Award: One aggregate award will be made for all line items (1, 2, and 3) across the base and option years.

• Submission: Proposals must be submitted via email in Microsoft Word or PDF format, including a scanned copy of the signed SF-1449. Faxed proposals are not acceptable.

• Pricing: Offerors must submit prices for the base year and all four option years for all line items. Prices must not exceed two decimal places.

• Evaluation: Award will be made to the responsible offeror with the lowest price technically acceptable offer. Technical acceptability includes meeting product specifications, NDC/UPC uniqueness, cGMP acceptability, and provision of compliant product samples.

• Deadline: Offer Due Date is March 26, 2026, at 2:30 PM CT.

• This acquisition is unrestricted.

• Other than small business concerns may be required to submit a subcontracting plan if the contract value exceeds $900,000.

• Offerors not manufacturing the items must submit a Letter of Commitment from the manufacturer.

• Attachments A and B list the VA and DoD Pharmaceutical Prime Vendor Contractors.

• Attachment C provides estimated annual requirements by agency.

• Attachment D provides a Small Business Subcontracting Plan model.

Solicitation / RFP / RFQ

This is a pre-solicitation notice for a Request for Proposal (RFP) for Melatonin Capsules/Tablets. The Department of Veterans Affairs (VA) National Acquisition Center intends to issue RFP 36E79726R0015 for an unrestricted procurement. The contract will supply Melatonin to the VA (including CMOPs and State Veterans Homes), Department of Defense (DoD), Bureau of Prisons (BOP), Indian Health Service (IHS), and Federal Health Care Center (FHCC).

• Supply of Melatonin 1mg, 3mg, and 5mg capsules/tablets.

• Offerors must state the exact drug name as it appears on the label and have a unique NDC/UPC number.

• The contractor's label will be the only label on the product; VA labels must adhere over it.

• Unit of use packaging (Lines 1, 2, 3) must include a safety cap (deshellable/convertible) and a bottle with a minimum 120cc volume, cylindrical body, and minimum 5.75" circumference.

• Bottles must fit a 5.25" x 2" label, allowing for barcode and expiration date/lot number display.

• Offerors must provide one sample (bottle with proposed label) for each line item.

• The VA will award one contract to a responsible offeror providing an uninterrupted source of supply.

• The contract period will be one year with four pre-priced one-year option periods.

• Contract items will be distributed through the VA’s and DoD’s Pharmaceutical Prime Vendor (PPV) Programs.

• The solicitation will be electronically issued on or about March 11, 2026.

• The tentative closing date for offers is March 25, 2026.

• Samples must be received by the due date and time for receipt of offers.

• Samples will be used to evaluate compliance with salient characteristics, Scope of Contract, and Section E.8 (52.212-2 Evaluation).

• Only offers with samples meeting all criteria will be eligible for award.

• Samples should be delivered to the address specified in the Schedule of Supplies and Addendum to FAR 52.212-1.

• This is an unrestricted procurement.

• Estimated annual requirements are provided for Melatonin 1mg (35,394 bottles), 3mg (1,363,153 bottles), and 5mg (439,142 bottles).
