The solicitation requires the supply of Mesalamine 1200MG (1.2GM) Tablets EC DR, packaged as 120 tablets per bottle. Key requirements include specific unit-of-use bottle specifications (minimum 120cc volume, safety-cap, 5.25" x 2" label space), a unique 11-digit National Drug Code (NDC), and compliance with FDA Good Manufacturing Practices (cGMP) and the Drug Supply Chain Security Act (DSCSA) for serialization and transaction requirements. Contract Details
This will be a Firm Fixed Price, Indefinite-Delivery Requirements contract. The period of performance includes an implementation period (maximum 60 days), a base year ordering period, and four (4) pre-priced one-year option ordering periods. Distribution will occur through the VA's and DoD's respective Pharmaceutical Prime Vendor Programs.
Submission & Evaluation
Proposals must be submitted electronically via email to Youlanda.Duggar@va.gov and Teresa.Hussain@va.gov. Submissions should be in Microsoft Word or PDF format and include a scanned PDF of the signed SF-1449. Faxed proposals are not accepted. Offerors must provide pricing for the base year and all four option years for Line Item 1, ensuring prices do not exceed two decimal places and include a 0.5% Cost Recovery Fee. Award will be made to the responsible offeror with the Lowest Price Technically Acceptable (LPTA) offer. Technical acceptability factors include meeting the product description, possessing a unique NDC, FDA approval, FDA cGMP compliance, and manufacturing facility clearance.
Eligibility & Key Information
This is an unrestricted acquisition. Offerors not manufacturing the items must submit a Letter of Commitment from the manufacturer. All offerors must maintain an active and current registration in the System for Award Management (SAM). Subcontracting plans are required for other than small business concerns if the contract value exceeds $900,000.
