Solicitation

This solicitation seeks proposals for the supply of Montelukast Sodium (NA) tablets and capsules in various strengths and package sizes. The contract will establish National Contract prices for products distributed through the VA and DoD Pharmaceutical Prime Vendor (PPV) Programs. The objective is to ensure product availability and consistency nationwide and to obtain volume-based pricing.

• Products: Montelukast NA 4mg and 5mg tablets/chewables in 30-count, 90-count, and 1,000-count bottles. Specific quantities are estimated in Attachment C.

• Packaging: Unit-of-use bottles must meet specific size (min 120cc), safety cap, and labeling requirements (5.25" x 2" label). Bottles of 400 tablets/capsules or less require safety caps.

• Barcoding: All pharmaceutical products must include GS1-128 or HIBCC compliant bar code labeling at the unit-of-use package level.

• DSCSA Compliance: Adherence to Drug Supply Chain Security Act (DSCSA) requirements, including serialized DSCSA Transaction Information and Transaction Statements using GS1 EPCIS files.

• NDC: Offerors must provide a unique 11-digit National Drug Code (NDC) for each product offered.

• FDA Approval: Offered drugs must have verifiable FDA approval (NDA, ANDA, or BLA).

• Deadline: Offerors must hold prices firm for 120 calendar days.

• Manufacturer Requirement: If the offeror is not the manufacturer, a Letter of Commitment from the manufacturer is required.

• Subcontracting Plan: Non-small business concerns must submit an approved subcontracting plan for contracts over $900,000.

• Offerors must maintain the same manufacturer (NDA/ANDA/BLA) for the duration of the contract unless a change is approved.

The Department of Veterans Affairs (VA) National Acquisition Center intends to issue a Request for Proposal (RFP) for supply to the VA (including CMOPs and State Veterans Homes), Department of Defense (DoD), Bureau of Prisons (BOP), Indian Health Service (IHS), and Federal Health Care Center (FHCC).

• Supply of Montelukast Sodium Chewable Tablets in specified package sizes (30, 90, 1000 tablets per bottle).

• Offerors must provide the exact name (as it appears on the label) and a unique NDC number for the drug.

• The successful offeror's label with its unique NDC will be the only label permitted on the product; labels cannot be affixed over existing ones.

• The contract will be awarded to a responsible offeror capable of providing an uninterrupted source of supply.

• The contract period will be one year with four pre-priced one-year option periods.
