Eligibility / Set-Aside
Market research is being conducted to determine potential set-asides for SDVOSB, VOSB, Small Business Manufacturers, or other Small Businesses. Companies must identify their business size in comparison to NAICS codes 3345190 (Electromedical and Electrotherapeutic Apparatus Manufacturing) or 339112 (Surgical and Medical Instrument Manufacturing), where a small business has fewer than 1250 employees. SDVOSB/VOSB firms responding to a future solicitation must be registered with the VA Center for Veterans Enterprise VetBiz Registry (http://vip.vetbiz.gov). The SBA Non-Manufacturer Rule Waiver will not apply if this requirement is set-aside for small business but applies to other socioeconomic categories.
Submission Requirements

- Statement on maintaining compliance with FAR 52.219-33 Nonmanufacturer Rule (for other socio-economic businesses).
- Identification of any supplies/products conflicting with Buy American Requirements and any materials with long lead times.
All Offerors must be registered in SAM.gov (www.sam.gov), and it is desirable to have completed the Online Representations and Certifications Application in SAM.
