• Salient Characteristics for "Equal-to" Products (X11-4t Mini 3D TEE Probe): Must have same controls/handles as X8-2t TEE, compatible with EPIQ CVx and EchoNavigator, complementary to Verisight Pro, must have 2D, 3D, and xPlane modes, suitable for gastric views, potential for fast throughput, 4-way articulation, tip width 11mm or less, insertion tube not exceeding 7.0 mm, Matrix element of 2,500, and Frequency of 11-4 MHz.

• Contract Type: Firm-Fixed-Price.

• Submission Method: Quotes must be submitted via email to HANAN.MCCULLICK@VA.GOV.

• Quote Format: Limited to 15 pages (excluding pricing schedule). Must address all requirements, including salient characteristics and delivery schedule.

• Evaluation: Award will be made to the responsible offeror whose offer conforming to the solicitation is most advantageous, considering price and technical acceptability. Technical acceptability is determined by meeting all salient characteristics. Award will be made to the offer meeting minimum requirements with the lowest price.

• SAM Registration: Required before award and throughout contract performance.

• Authorized Distributor Letter (ADL): Required from the manufacturer for suppliers, distributors, and resellers, signed within 90 days, on manufacturer's letterhead.

• Buy American Act Compliance: Offerors must provide itemized list, unit/total pricing, country of origin, location of final assembly, percentage of domestic content, manufacturer ID, and place of manufacture. Compliant domestic alternatives are encouraged if the proposed product is not compliant.

• Set-Aside: This acquisition is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) only. Offers will only be considered from VIP-listed SDVOSBs.

• The solicitation seeks "Brand Name or Equal" products.

• All warranty and service must be in accordance with OEM terms and conditions.

• "Gray market" supplies are not permitted.

• Offerors must be registered in SAM.
