Justification for Sole Source
The award was made on a sole-source basis because the Fujifilm Synapse Cardiovascular PACS software is proprietary, and only Fujifilm (OEM) possesses all critical components for this specific upgrade. The upgrade requires OEM-certified parts and technicians for installation and servicing. Market research indicated that no other vendors could work with the currently owned Cardiovascular Suite, and using an alternative vendor would lead to inconsistencies, reduced communication and reliability, and necessitate new training, which was deemed disadvantageous and cost-prohibitive. The VA and SBA Rules of Two could not be met.
