Scope of Work
Vendors must provide Physiologic Monitor Modules: Pulse Oximetry that meet the following salient characteristics:
- Continuous non-invasive Cerebral oxygen saturation (rSO₂) values as a stand-alone system.
- Ability to place bilateral sensors for cerebral oxygenation assessment.
- Configurable alarms for cerebral desaturation thresholds.
- Support for export of oximetry data for integration with hospital information systems (e.g., HL7, CIS/ARK).
- FDA clearance for cerebral oximetry applications in anesthesiology and perioperative care.
Offerors proposing an "equal" product must include a description reflecting salient characteristics, identify the item by brand/model, and provide descriptive literature. Only Original Equipment Manufacturer (OEM) or equal parts are acceptable, and new equipment is required. Authorized distributor letters from OEMs are mandatory.
Contract Structure
- Type: Single award Requirements contract, Firm-Fixed Price Orders.
- Period of Performance: One 12-month base year with four 12-month option years.
- Delivery: FOB destination.
- SLA Fee: A 3.0% Service Level Agreement (SLA) fee must be embedded in all offered prices and remitted quarterly.
- Liquidated Damages: $37.50 per calendar day for failure to deliver/perform.
Submission Requirements
Quotes must be submitted via email in five separate PDF or Excel volumes: Technical Factors, Past Performance, Veterans Preference, Price, and Offer, Amendments, and Certifications & Representations. All interested companies must be registered in the System for Award Management (SAM) prior to submitting a quote. Offerors must provide three contracts/orders for nationwide delivery of similar products performed within the last three years, along with Past Performance Questionnaires (PPQs) or CPARS/PPIRS reports.
Evaluation Criteria
Award will be based on an evaluation of Technical, Past Performance, Veterans Preference, and Price factors. Technical is significantly more important than Past Performance, which is more important than Veterans Preference. Non-price factors combined are significantly more important than price. A minimum "Acceptable" rating for the Technical Factor is required. The Government reserves the right to award without discussions.
