Statement of Work (SOW) / Performance Work Statement (PWS)

To procure 2 pulmonary function test systems to replace inoperable machines at the Michael E. DeBakey VA Medical Center.

• Procurement of 2 Vyntus One – PFT Systems.

• The overall price of this project is to be determined.

• Warranty and support must cover all components of the requirement in accordance with standard manufacturer's warranty.

• Vendor support will include assistance with device malfunctions.

• Delivery Location: Cardiology 3C-341, Michael E. DeBakey VA Medical Center, 2002 Holcombe Boulevard, Houston, TX 77030.

• Privacy: Contractors and subcontractors must adhere to HIPAA provisions, including Privacy and Security Rules. Business associates may need to enter into a Business Associate Agreement (BAA) with VHA and must complete annual privacy training. Access to VHA computer systems requires specific training.

• Records Management: Compliance with Federal Records Act, NARA regulations, and VA policies regarding the creation, management, and disposition of records is required. Unauthorized destruction or removal of records is prohibited. Contractors must report any unauthorized disclosures of information.

• Information Security: Contractors must protect VA information and systems, use only authorized IT equipment, and adhere to VA security guidelines. Access to VA information and systems is limited to authorized personnel with a need-to-know. Sensitive information must be stored and transmitted in encrypted form using FIPS 140-2 validated tools. Compliance with VA Directives and Handbooks related to information security is mandatory.

• Training: All contractor employees must complete VHA-provided records management training and any required security and privacy training.

Request for Information (RFI)

This RFI is issued by the Department of Veterans Affairs (VA), Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, Texas. The purpose is to gather market research to determine the procurement strategy (e.g., set-aside, sole source, unrestricted) for a future solicitation for Pulmonary Function Test Systems. This is not a solicitation, and no contract will be awarded from this notice.

The VA requires two (2) Pulmonary Function Test Systems, including specific components and a 4-year service contract. The attached documents provide a detailed list of items, including:

• SES STANDALONE Device (1 EA)

Warranty and support must cover all components and include assistance with device malfunctions.

Vendors are requested to provide responses to the following:

• Whether the requested items are manufactured by a small or large business, with supporting documentation.

• Compliance with the Non-Manufacturer Rule (NMR), with supporting documentation.

• Status as an authorized distributor with access to Original Equipment Manufacturer (OEM) parts, requiring an authorized distribution letter.

• Company name, contact information, business size, UEI#, and CAGE Code.

• Company's small business status (SB, SDVOSB, VOSB, HUBZone, 8A) with proof of qualifications.

• Availability under any Government Wide Agency Contract (GWAC), GSA Schedule, FSS, IDIQ, and/or BPA, including contract numbers.

• Estimated market research pricing for the required items.

• Responses are due by May 28, 2026, 15:00 Central Standard Time.
