This is a combined synopsis/solicitation for commercial products and services, issued as a Request for Quotation (RFQ) for the lease of a Stryker Q Guidance System (Brand Name or Equal) for the VA Boston Healthcare System. The system is intended for image-guided surgical navigation in cranial and spine procedures.

• System Type: Image-Guided Surgical Navigation System (Cranial & Spine).

• Condition: Must be new, commercially available, and FDA-cleared for both cranial and spine navigation.

• Clinical Application: Support image-based surgical planning and intraoperative navigation for cranial and spine neurosurgery, with real-time 3D instrument tracking.

• Imaging Input: Must support CT and MRI, and perform registration and intraoperative guidance using these images.

• Software Capabilities: Include cranial navigation (landmark registration, image fusion, trajectory planning, real-time navigation) and spine navigation (vertebral level identification, registration, instrumentation guidance, real-time navigation). Must display 3D/MPR views and surgical visualization tools.

• Hardware: Mounted on a mobile, OR-compatible cart; include at least one surgical-grade display; employ optical, electromagnetic, or equivalent tracking technology; include all necessary components (cameras, sensors, reference frames, instrument trackers, sterile adapters, mounts, cables, accessories).

• Completeness: Delivered turnkey, fully installed, configured, and validated.

• Training: Onsite clinical training for surgeons and perioperative staff.

• Documentation: Complete user manuals, IFUs, training guides, and system configuration documents.

• Regulatory: Compliance with VA, Joint Commission, NFPA, OSHA standards; current FDA clearance.

• Warranty & Support: Manufacturer-supported warranty, preventive maintenance schedule.

• Security: Compliance with VA security and privacy requirements if accessing VA networks.

• Lease Period: Base period (05/01/2026 - 04/30/2027) plus four 12-month option periods.

• Place of Performance: West Roxbury VAMC, 1400 VFW Parkway, West Roxbury, MA 02132.

• Delivery: No later than 05/01/2026.

• Quote Requirements: Must include solicitation number, time for receipt, quoter's name/address/phone, technical description, warranty terms, price/discount terms, remit-to address, acknowledgment of amendments, and a statement of agreement with terms and conditions.

• Evaluation Factors: Technical or Quality, Past Performance, Veterans Involvement, and Price. Award will be made to the responsible quoter whose quotation is most advantageous to the Government, price and other factors considered.

• Set-Aside: Unrestricted solicitation.

• NAICS Code: 532490 (Other Equipment Rental and Leasing) with a small business size standard of $40 Million.

• Veterans Involvement: Evaluation credit will be assigned for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB).

• The solicitation is issued under FAR Subpart 12.201-1 for commercial items.

• Provisions and clauses are current through Federal Acquisition Circular 2026-01 (3/13/2026).

• Offerors must state acceptance of terms and conditions or list exceptions.
