Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish and install one surgical light and one utility boom in Operating Rooms 1-6 at the Omaha VA Medical Center.

• Install one single-head surgical light and one utility boom.

• Coordinate installation dates with the VA, allowing for a maximum 30-day closure of the surgery department.

• Deinstall existing surgical lights.

• Install new equipment, including reusing/modifying existing light mounts.

• Install 6 new electrical circuits, associated wiring, conduit, and Panduit runs.

• Connect and test all system interconnections, power-up equipment, and perform functional checks of pneumatic, electronic, and medical gas components.

• Provide waste dumpster and remove all waste from the site.

• Perform minor repairs such as patching and painting damaged areas.

• Follow VA infection prevention measures and participate in Infection Control Risk Assessment.

• Provide floor protection.

• Install 2 new wall display mounts with outlets.

• Equipment must conform to the latest published editions of NFPA-99 and 101, OSHA, and manufacturer’s service literature.

• Contractor must provide a single point of contact for maintenance support and a list of parts to keep on hand.

• Contractor personnel must wear visible identification at all times and obtain a VA identification badge.

• Log in with Biomed upon arrival.

• Submit documentation of services rendered on an ESR via email to NWIHCSBiomedicalStaff@va.gov upon completion.

• Location: Omaha VA Medical Center, 4101 Woolworth Ave, Omaha, NE 68105.

• Duration: Project to be completed within a maximum of 30 calendar days during a complete closure of the surgery department.

Surgical Lights:

• Minimum 76 main LEDs, 300 supporting LEDs; individually replaceable.
• Backup circuit board.
• Minimum 30" diameter.
• 4 color temperatures (3500k-5000k).
• Minimum light intensity of 150,000 lux.
• Sterile field control via light handle.
• Light field diameter: 7.6"-12", manually controlled.
• Ability to incorporate 4K in-light camera.
• LEDs rated for minimum 50,000 hours.
• Minimum of (4) laminar flow inlets.
• Minimum of (5) brightness levels.
• Ambient lighting/endoscopy mode.

Booms:

• Horizontal Console configuration.
• Downward facing gas outlets.
• 30" or less in width.
• Electromechanical braking system with backup friction braking.
• 340-degree rotation capability.
• Support up to 16 Electrical Duplexes.

Contractor Qualifications:

• Fully qualified based on OEM formalized training and experience.
• Provide evidence of FSE training upon request.
• Subcontracting requires written permission from the Contracting Officer.
• Must have access to OEM proprietary information (installation guides, service bulletins).

Other:

• No electronic patient health information is stored in this equipment.
• Contractor must notify the CO and COTR in writing within 24 hours of discovering defects not under contract responsibility.
• Adherence to VA regulations regarding identification, parking, smoking, and weapons is required.

Sources Sought Notice

This is a Sources Sought Notice to conduct market research for the procurement of Surgical Lights and Utility Booms, including installation. The Department of Veterans Affairs (VA) Network Contracting Office 23 (NCO 23) is seeking to identify qualified businesses capable of providing these supplies and services.

• Procurement of Surgical Lights and Utility Booms with installation.

• Vendors must be authorized distributors for the manufacturer if not the manufacturer themselves.

• A DRAFT Statement of Work (SOW) is provided for comparison against vendor capabilities.

• Interested vendors must submit a non-binding statement of interest and documentation demonstrating capability.

• Responses are due by April 27, 2026, at 13:00 Central Time.

• Vendors must indicate if they hold a GSA Federal-Supply Schedule or IDIQ contract covering this request.

• Vendors must provide an Authorized Distributor Letter from the manufacturer if they are not the manufacturer.

• Non-Manufacturer Rule (NMR) requirements must be addressed if applicable.

• Products must comply with Buy American Act (BAA) and Trade Agreements Act (TAA) requirements.
