Statement of Work (SOW) / Performance Work Statement (PWS)

The VA Health Care System has a requirement to purchase 6 patient recliner chairs for end-of-life replacement at the Fort Meade VAMC.

• Procure and deliver 6 patient recliner chairs.

• The requirement is for Brand Name or Equal to the Ascent Power Recliners Models 65P and 66P.

• Specific items include:

  • Ascent Power Recliner Model 65P with Sw Arms, One Table, 4 Inch Casters, Handle, Step (Quantity: 5)
  • Second Foldaway Side Table (Quantity: 6)
  • Heat & Massage For Power Models (Quantity: 6)
  • Power XL Recliner Model 66P (Quantity: 1)
  • Free Dock to Dock Shipping (Quantity: 1)

• Delivery Location: VA Black Hills Medical Center – Fort Meade, 113 Comanche Rd, Fort Meade, SD 57741.

• Delivery Schedule: Items to be delivered between July 31, 2026, and September 30, 2026.

• Delivery: Freight on Board (FOB) – Destination. Delivery during normal business hours (0800-1600 Mountain Time, Monday-Friday, excluding Federal Holidays).

• Coordination: Delivery must be coordinated with VA Logistics POCs (Wesley Walker or Emily Apland) prior to any attempts. Failure to coordinate will result in refusal and sender responsibility for charges.

• Site Visit: Vendor is responsible for conducting a site visit to verify logistics and loading dock access.

• Offloading & Setup: Includes offloading, moving to location, uncrating, trash removal, setup per manufacturer specifications, and testing.

• Documentation: Equipment installation paperwork and warranty information must be provided to the onsite government contact.

• Clean Up: Vendor is responsible for waste and excess material removal; no dumpsters will be provided.

• Warranty: Minimum 1-year standard warranty required. Vendor must provide warranty information in proposals and extend it directly to the customer. Vendor covers all shipping costs for defective products returned under warranty.

Sources Sought Notice

This is a Sources Sought Announcement for Dialysis Patient Recliners for the Black Hills VA Health Care System. The purpose is to gather information from interested and capable firms to assist the Government in making acquisition decisions. A solicitation is not currently available, and responses to this notice do not constitute a proposal.

Firms are requested to submit capability statements demonstrating their ability to meet specialized requirements as stated in the attached Statement of Work (SOW). The SOW is referenced but not provided in the text.

Interested firms should submit capability statements and any questions via email to robert.bennett8@va.gov by 4:00 PM Central Time on June 16, 2026. The capability statement should include:

• Organization name, UEI, address, socioeconomic category, point of contact, website, and phone number.

• Demonstrated ability to meet specialized requirements from the SOW and expertise.

• Specification sheet for the equipment.

• Copies of agreements with companies/manufacturers showing authorization.

• For Small Businesses: estimated percentage of services/supplies to be performed as Prime Contractor vs. subcontracted.

• Manufacturer identification, socio-economic category, and Buy American Certificate if not the manufacturer.

• Information on whether services/supplies may be ordered against existing government contracts (e.g., FSS, GSA).

• Estimated shipping and delivery information (e.g., expected lead time).

• NAICS Code: 339113 (Surgical Appliance and Supplies Manufacturing), size standard 800 employees.

• This is a full and open competition sources sought.

• May be subject to the Nonmanufacturer Rule (FAR 52.219-33).

• All information is preliminary and subject to modification.

• The Government will not pay for information submitted.

• The Government reserves the right to cancel this requirement.

• Responses will be used solely within the Department of Veterans Affairs for decision-making.
