This is a Special Notice announcing the Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17's intent to award a sole source contract to Cepheid for reagents and consumable supplies for the South Texas Veterans Health Care System (STVHCS) Microbiology Department. The procurement is under the authority of FAR 6.103-1.

• Anticipated Award Date: On or near April 01, 2026.

• Period of Performance (Base Year): April 12, 2026, to April 11, 2027.

• Contract Type: Sole Source.

This notice is not a request for competitive proposals. However, responsible sources that believe they can fulfill the requirement may submit a capability statement. Responses must include:

• SAM Unique Entity ID
• Taxpayer Identification Number
• Documentation as an Authorized Distributor
• A letter from Cepheid Company showing authorization (Certified Cepheid Service Engineer or authorized third party).

All respondents must have an active registration in SAM.gov.

Interested Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be verified on the SBA Small Business Search database to receive awards under the Veterans First Contracting Program.

• Information received will be retained as market research only.
• If no affirmative written response is received by the deadline, a sole source contract will be awarded to Cepheid.

Statement of Work (SOW)

To procure brand name reagents kits for the Leased Cepheid Gene Xpert Infinity instruments located in the Microbiology Laboratory of Pathology & Laboratory Medicine Service at Audie L. Murphy VA Hospital.

• Provide ready-to-use brand name reagents compatible with the Cepheid GeneXpert Infinity instrumentation.

• Vendor must be an authorized distributor of the reagents and provide a letter from Cepheid Company confirming authorization.

• Reagents are required on an "as needed" basis.

• A detailed list of required reagents, part numbers, quantities, and units is provided.

• Vendor must provide order confirmation within 24 hours.

• Vendor must provide tracking information and estimated delivery time.

• Standard 2-day shipping is provided; next-day delivery is available at an additional cost.

• Reagents must be of the highest quality to ensure precision and accuracy.

• Expiration dates must be clearly marked on all supplies.

• Notification of any shipment delays or technical advisories/recalls/alerts must be provided promptly.

• Emergency orders for defective or undelivered supplies must be fulfilled within 24 hours, with expedited delivery at no additional cost to the government.

• Period of Performance: Base + 4 Option Years.

• Location: Microbiology Laboratory, Pathology and Laboratory Medicine Service, San Antonio Laboratories of the STVHCS.

• Services must comply with American Association of Blood Banks (AABB), College of American Pathologists (CAP), and VHA Directive 1106.

• Contractor will not have access to VA computers, online resources, or Patient Health Information (PHI).

• Contractor shall not perform inherently governmental functions.
