This notice is a Sources Sought (SS) announcement for market research purposes only, not a solicitation. The Department of Veterans Affairs (VA), VISN 16, is seeking information on vendors capable of providing whole blood glucose testing devices, test strips, and related consumables. The VA intends to pursue a Firm Fixed Price (FFP) Cost-Per-Test (CPT) Blanket Purchase Agreement (BPA) with a one-year base period and four one-year option periods.

The BPA will cover waived point-of-care (POC) Whole Blood Glucose (WBG) testing devices, test strips, consumables, data management, installation, training, depot service, connectivity, and troubleshooting. Key requirements include:

• FDA-approved, hand-held glucose testing devices for multiple patient (professional) use.

• Device calibration traceable to NIST standards.

• Support for barcoding patient ID, reagents, and operators.

• Ability to store, capture, and electronically transfer Quality Control (QC) data.

• Data Management System capable of managing tests, operators, and devices across multiple sites, passing HL7 messages to VA VistA LIS, and generating reports.

• Electronic Training and Competency Solution.

• Equipment Support including technical expertise and 24-hour depot service.

• Contract Type: Firm Fixed Price Cost-Per-Test (CPT) BPA.

• Period of Performance: One base year with four one-year options.
