Justification for Sole Source
The Government intends to negotiate with only one source, AMETEK SCP, Inc., under 10 U.S.C. 3204(a)(I) and 41 U.S.C. 1901. AMETEK is the sole manufacturer and distributor due to proprietary data rights for the cable assembly design. Procuring any other cable would create a mixed-hardware fleet, leading to significant operational, logistical, and financial burdens. The CA2445-1-65 cable has undergone extensive testing, is certified, and is a standardized solution across numerous submarine programs. A new certification process for an alternative cable would be lengthy (estimated 18-24 months), costly, and pose an unacceptable program risk, impacting installation timelines and leaving systems inoperable.
