Quick Summary
The Department of Veterans Affairs (VA), specifically the North Texas VA Medical Center, is conducting market research via a Sources Sought notice for the rental of Blood Gas Analyzers Gem Premier 7000. This is to identify businesses capable of providing these services for a base period plus four option years. This notice is not a solicitation for proposals or pricing, and no contract will be awarded from it. Responses will inform the VA's acquisition strategy, including potential set-asides. Responses are due by May 14, 2026.
Scope of Work
The requirement is for a reagent rental lease agreement for eight (8) new Werfen Gem Premier 7000 blood gas analyzers (Part # 00000015279). These analyzers will be deployed across the Anesthesia-OR Lab, Core Lab, and Respiratory departments. The contractor will provide the analyzers, associated warranty, service for repairs, data management software (Synapse Link, GEMWEB PLUS 500 System), IT solutions support (GEMweb Plus SW support), and necessary supplies (GEM PAKs, IL PVP, Paper Printer).
Key functional requirements for the analyzers include performing a comprehensive panel of tests (pH, pCO2, pO2, tHb, sO2, O2Hb, COHb, MetHb, cHCO3-, ABE, Na+, K+, Cl-, Ca2+, Glucose, Lactate) in under a minute, detecting hemolysis, and providing measured (not calculated) tHb and sO2 values. The data manager must conform to VistA Lab Point of Care HL7 specifications, and the system should not require an Individual Quality Control Plan (IQCP). Analyzers must feature three individual onboard internal aqueous quality control solutions, a 31-day onboard in-use life for consumables, an integrated barcode scanner, automatic inlet, blood clot detection, air detection, and parameter lockout. Compatibility with safePICO syringes for enhanced safety and sample mixing is also required.
The contractor is responsible for thorough on-premises installation, in-service training, user training, and technical support. All labor and travel expenses for the first year are to be at no charge, with a service agreement covering subsequent option years. A dedicated Implementation Team (Project Manager, Networking Specialist, Interface Engineer) is expected.
