Statement of Work (SOW) / Performance Work Statement (PWS)

The Department of Veterans Affairs, Southern Arizona VA Health Care System (VA Tucson), Pathology and Laboratory Medicine Services requires the purchase of two new, state-of-the-art osmometers. The instruments must be capable of simultaneously performing complete osmolality testing on urine and serum using freezing point depression, meeting CLIA and CLSI standards for accuracy and precision.

• Purchase of two new osmometer analyzers with a minimum one-year warranty.
• Provision of annual renewals for service/maintenance, licenses, and supplies.
• The system must support the estimated annual site volume.
• Instruments must be capable of using various primary tube sizes and multisampling from the same tube.
• Results must be fast and accurate.
• Equipment must interface with the SAVAHCS lab information system (LIS).
• Built-in quality control software with statistical monitoring, custom ranges, action limits, and password-protected supervisor menus is required.
• Measuring range: 0 – 2000 mOsm/kg H2O, with stable calibrations meeting CLIA specifications.
• Support for multiple barcode formats (Code 39, Code 128) and reagent barcoding.
• Compatible dot-matrix printers and printer paper rolls must be available for purchase.
• Instrument software must monitor performance, notify of failures, and store/print QC, calibration, and maintenance records.
• Capability to retransmit patient records to LIS in case of interface outage.
• Compliance with VA Information Security, Hardware, Software, and Network requirements (VA 6500).
• Software upgrades and OS/Firmware updates (including necessary hardware) must be provided at no additional cost during the contract period.
• Sufficient memory for patient information and test records with external download capability.
• Interface with VA licensed Data Innovations Instrument Manager is preferred.
• Remote monitoring and support system required.
• Operating software must be approved for the VA network (Windows 10 and Server 2012/2016).
• System must connect to an HL7 interface and comply with VHA Lab HL7 Interface Specifications.
• All supplied software and hardware must be on the current VA Technical Reference Model (TRM) or within two lifecycles.

Base year plus 4 option years for service/maintenance, licenses, and supplies, following the purchase of the osmometers.
