This document is a combined presolicitation and solicitation (Request for Quote - RFQ) for the "Visualization Room Technical Refresh" project. The Bureau of Ocean Energy Management (BOEM) is procuring a complete operation LED Wall Solution.

• The contractor shall provide a complete, secure, tested, and operational LED wall 3D visualization room solution.

• This includes all supplies, services, installation, integration, testing, and training.

• The work encompasses Section 2.0, Statement of Objectives, and the contractor's accepted quote.

• Product/Service Code: T016 (PHOTO/MAP/PRINT/PUBLICATION- AUDIO/VISUAL)

• Period of Performance: August 1, 2026, to July 31, 2031.

• Includes a Base Year and five Option Periods for Maintenance and Support.

• Base Year (Item 00010): LED Wall Solution, delivery by 01/31/2027.

• Base Period Maintenance and Support (Item 00020): August 1, 2026, to January 31, 2027.

• Option Period 1 Maintenance and Support (Item 00030): August 1, 2027, to July 31, 2028.

• Option Period 2 Maintenance and Support (Item 00040): August 1, 2028, to July 31, 2029.

• Option Period 3 Maintenance and Support (Item 00050): August 1, 2029, to July 31, 2030.

• Option Period 4 Maintenance and Support (Item 00060): August 1, 2030, to July 31, 2031.

• Product/Service Code for Maintenance and Support: 6730 (PHOTOGRAPHIC PROJECTION EQUIPMENT).

• The solicitation is being conducted in accordance with FAR Part 12 (Acquisition of Commercial Products and Commercial Services).

• The due date for quotes is the date for Phase 2 Oral presentations and submission.

• Phase 1 submissions are due June 19, 2026.

• This acquisition is Unrestricted.

• North American Industry Classification Standard (NAICS) Code: 334111.

• Size Standard: 1,250.

• The solicitation includes FAR clauses 52.212-1, 52.212-3, and 52.212-5, which are attached.

• Delivery for the initial LED Wall Solution is FOB Destination.

This solicitation (RFQ #140M0126Q0020) is for the Bureau of Ocean Energy Management (BOEM) Visualization Room Technical Refresh. The government is procuring a complete, secure, tested, and operational LED wall 3D visualization room solution. This includes all required equipment, software, integration, installation, configuration, testing, training, documentation, warranty, maintenance, and support.

• Modernize the existing Visualization Room with an immersive LED wall 3D visualization environment.

• Provide a primary LED wall display capable of active or passive stereoscopic 3D.

• Support collaborative analysis, presentations, and training activities.

• Integrate multiple sources and support modern control methods (e.g., SDVoE, AV over IP).

• Ensure compatibility with existing BOEM/BSEE mission applications and hardware.

• Comply with federal security scanning and BOEM/BSEE cybersecurity protocols.

• Provide training for at least six personnel.

• Deliver comprehensive documentation.

• Firm-fixed price contract.

• Base period of performance for the complete solution is estimated from award date (approx. August 1, 2026) to January 31, 2027.

• Base period for maintenance and support is estimated from February 1, 2027, to July 31, 2027.

• Four option periods for maintenance and support are available.

• Place of Performance: Bureau of Safety and Environmental Enforcement, Gulf of America Region, New Orleans, LA.

• This is a phased procurement with an advisory down-select approach.

• Phase 1: Requires a site visit (June 1-3, 2026), submission of RFQ Questions (by June 5, 2026), and a Technical Overview/Relevant Experience submission (by June 19, 2026).

• Phase 2: For selected quoters, includes an oral presentation and price submission (by July 10, 2026).

• Evaluation Factors: Technical, Past Performance, and Price. Technical and Past Performance are more important than Price.

• Quotations will be evaluated on a best-value tradeoff basis.

• This acquisition is NOT set aside for small business concerns.

• A site visit is required prior to submitting a quote and is scheduled for June 1-3, 2026. Registration is required by May 27, 2026.

• All questions must be submitted in writing via email by June 5, 2026.
