Sources Sought / Request for Information (RFI)

This document is a Sources Sought Notice / RFI, not a solicitation. Its purpose is to gather information from potential qualified sources and their size classifications regarding NAICS 561621 (Security Systems Services, size standard $25.0 MM). The information will aid the government in making acquisition decisions. The contract aims to procure labor, materials, tools, equipment, qualified personnel, and transportation to replace security cameras at the VA Greater Los Angeles Healthcare System, Los Angeles Downtown Clinic.

• Replacement of security cameras at the VA Greater Los Angeles Healthcare System, Los Angeles Downtown Clinic.

• Specific equipment includes Aviglon cameras (e.g., H5A IR PTZ, H6A Indoor IR Dome, H6X Bullet IR) and associated mounting hardware, as well as Cambium Networks Ethernet PoE Switches and Transceivers.

• Installation of approximately 137 cameras and related network equipment.

• Vendor must provide "Brand Name or Equal" equipment.

• Additional questions cover manufacturer/distributor status, limitations on subcontracting, COTS items, Non-Manufacturer Rule compliance, Buy American Act conformance, lead times, lifespan, support services, leasing options, and existing Federal contracts.

• General pricing is encouraged for market research purposes.

• SAM.gov Unique Entity ID/Cage Code is required.

• The government is seeking information on qualified sources and their size classification relative to NAICS 561621.

• Specific questions address small business status, manufacturer/distributor roles, and compliance with the Non-Manufacturer Rule.

Request for Information (RFI) / Sources Sought Notice

This notice is for informational and planning purposes only and is NOT a solicitation. The Department of Veterans Affairs (VA) is seeking information on potential qualified sources for security camera replacement and upgrade services at the VA Greater Los Angeles Healthcare System, Los Angeles Downtown Clinic. The goal is to gather market information on vendor capabilities and size classification relative to NAICS code 561621 (Security Systems Services, size standard $25.0 MM).

• Scope: Replace and upgrade the existing video security surveillance (VSS) system.

• Specific Tasks: Install 137 cameras (specific Avigilon models or equal), Brand Name or Equal Ethernet PoE Switches and Transceivers (Cambium Networks, Cudy, TESSCO), Switch Racks, Pelco Mounts, Installation Hardware Consumables, Cat 6 Plenum Installation Cable, and System Installation Services. Licenses for each camera are also required.

• Qualifications: Vendors must possess specific certifications: Avigilon Certified Technician, Cambium Networks Certified, R-56 Certified, and Motorola Solutions Premier Service Partner (PSP).

• Information Requested: Vendors must submit a capabilities statement addressing how they meet or cannot meet the draft salient characteristics/SOW requirements. Feedback on requirements, business size status (SDVOSB, VOSB, HUBZone, WOSB, Large Business, etc.), manufacturer/distributor status, compliance with Non-Manufacturer Rule and Buy American Act, lead times, estimated lifespan, support services, leasing options, and existing Federal contracts are requested.
