Statement of Work (SOW) / Performance Work Statement (PWS)

To provide co-located meals, lodging, and training facilities for the US Army JROTC JCLC Island Venture 2026, supporting citizenship-building and leadership exercises for cadets and cadre.

• Provide meals, lodging, and facilities for a maximum of 110 cadets and 30 cadre members from June 7-12, 2026.

• Services include:

  • Meals: 700 breakfasts, 840 lunches, 700 dinners.
  • Lodging: Separate accommodations for cadets and cadre, with adequate lighting, restrooms, and showers.
  • Training Facilities: Pool/lake with lifeguards, archery range, COPES course, high/low ropes, Rappel Tower.
  • Equipment: 8 golf carts (4-passenger and cargo/flatbed), 10 canoes with paddles and life vests, 1 motorized boat or 2 canoes for safety escorts.
  • Support Personnel: 2 certified lifeguards, 2 certified nurses with first aid support.
  • Administrative Building: For cadre operations, including workstations.
  • Supplies: Ice, hydration bottles (Gatorade/equivalent), potable water.

• Meals to be served at specified times.

• Hot foods at >= 140°F, cold potentially hazardous foods at <= 40°F.

• 98% compliance for meal count and quality, with no more than 2% deviation.

• 100% compliance for safety standards in training facilities.

• No more than 10-minute delay in 95% of meal services.

• Golf carts to be fueled and operational daily.

• Period: June 7-12, 2026.

• Place: A contracted facility within a 50-mile radius of Dra. Maria Cadilla de Martinez School in Arecibo, Puerto Rico.
