Scope of Work
The contractor will provide comprehensive support for up to 110 cadets and 30 cadre members. Key services include:
- Meals: Breakfast, lunch, and dinner for both cadets and cadre, adhering to specific temperature and food safety standards.
- Lodging: Separate sleeping, restroom, and shower facilities for cadets and cadre, with adequate lighting and beds.
- Training Facilities: Access to a swimming pool/lake with lifeguards, an archery range, COPES course (high/low ropes), and a rappel tower.
- Equipment: Eight (8) golf carts (4-seat passenger and 4 cargo/flatbed) with fuel, 10 canoes with paddles and life vests, and a motorized boat or two canoes for safety escorts.
- Support Staff: Two (2) certified lifeguards and two (2) certified nurses for first aid support, operating a 24/7 climate-controlled first aid station.
- Administrative Building: A facility for cadre operations with workstations. The place of performance is a contracted facility within a 50-mile radius of Dra. Maria Cadilla de Martinez School in Arecibo, Puerto Rico.

Evaluation

Additional Notes
Offerors must possess a valid UEI number and be registered in the System for Award Management (SAM). Quotes are to be submitted via email to the Contract Specialist; electronic submissions via facsimile will not be accepted. A Performance Work Statement (PWS) and Wage Determination (Revision No. 28 to WD 2015-5695, dated March 30, 2026) are attached. Offerors must complete blocks 17a, 17b, 30a, 30b, and 30c on SF Form 1449. A bi-lingual (English/Spanish) Program Manager (PM) and an alternate point of contact are required key personnel.
