Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a non-personal services contract for the Junior Reserve Officers' Training Corps (JROTC) Cadet Leadership Challenge (JCLC) Patriot Shands 2026, held in Hawthorne, Florida, from June 7-12, 2026.

• Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary for the JCLC.

• Furnish lodging accommodations for 315 Cadets and 75 Cadre.

• Provide meals for Cadets and Cadre.

• Offer training facilities and staff to support all events.

• Provide specific training activities including: Land Navigation Course, COPE course (high and low ropes), Rope Bridge Course, water safety training, and water events (swimming, lake, canoeing).

• Provide 24 gas-operated golf carts for Cadre use.

• Ensure a crime-free and secure environment.

• Facilities must not be undergoing renovation and must not be located in a high-crime area.

• Sleeping facilities must be non-smoking, with one bed/cot per person (Cadets) or one bed per Cadre (single occupancy), and separate male/female quarters with separate shower/bathroom areas.

• Meals must be served hot, include specific components (protein, carbohydrate, vegetable, fruit), and comply with DA Pam 30-22.

• MRE-type lunches will be provided on specific days.

• A minimum of two lifeguards are required for water safety training.

• A minimum of 10 safety/security guards/medics/EMTs are required for a 24-hour roving presence.

• Potable drinking water and ice must be provided.

• Golf carts are for Cadre transport only.

• Land Navigation Course: .5 miles by .25 miles, clear of obstacles.

• Swimming pool, canoes (minimum 35), and lifejackets (minimum 70) must be provided.

• Rappelling tower and equipment for 25 cadets and cadre.

• 10 portable latrines and 4 portable sanitation units.

• Period: June 7-12, 2026

• Place: Within 114 miles from Taylor County High School, 900 N. Johnson Stripling Rd, Perry, FL 32347.

• Non-personal services contract; Government will not exercise supervision or control.

• Contractor must have the ability to safeguard Government equipment, information, and property.

• Contractor personnel must maintain security required for the life of the contract.

• No classified material is utilized.

• Contractor must attend post-award conference and periodic progress meetings.

• A Contract Manager and alternate must be designated and available.

• Contractor employees must identify their status and not create an impression of being Government officials.

• Organizational Conflict of Interest (OCI) must be managed and reported.

• Applicable publications include CCR 145-2, DA PAM 30-22, and Federal Acquisition Regulations.

This solicitation (W9124D26QA070) is for a non-personal services contract to provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision to support the JCLC Patriot Shands event from July 7-12, 2026. The acquisition is a 100% small business set-aside.

The contract will procure the following services:

• Cadet Breakfast, Lunch, and Dinner Meals

• Cadre Breakfast, Lunch, and Dinner Meals

• Cadet Lodging

• Cadre Lodging

• Facility Usage (ice, water, portable latrines, COPE course, equipment)

• Transportation (golf carts)
