Submission Requirements
Offerors must submit quotes via email to eric.adusei@va.gov (10MB limit) by the deadline. Submissions must include three volumes:
- Volume I (Technical Capability): Demonstrate compliance with the Statement of Work (SOW), including finish samples, product literature, manufacturer specifications, and a self-certification for project deadlines and warranty.
- Volume II (Pricing): Complete the pricing schedule with separate lines for labor and installation.
- Volume III (Certifications): Complete and submit VAAR 852.219-75 (Limitations on Subcontracting) and FAR 52.225-2 (Buy American Certificate). SDVOSB status must be verified in the SBA SBS database at the time of submission and award.
Evaluation Criteria
Award will be made to the responsible offeror whose quote is most advantageous to the Government, considering price and other factors. The evaluation factors are:
- Factor I: Technical capability or quality (more important than price).
- Factor II: Price. Offers that do not meet or exceed the technical capability requirements will not be considered, regardless of price.
