Submission Requirements
Offers must be submitted via email by the deadline in five separate volumes: Technical, Past Performance, Veterans Preference, Price, and Offer/Amendments/Certifications. Files must be in PDF or Excel format; zip files and hyperlinks are prohibited. Offerors must complete the Price Cost Schedule (Attachment A), embedding a 3.0% SLA Fee in all prices, and provide descriptive literature, a completed Salient Characteristics Chart, and authorized distributor letters. Past performance submissions require three relevant contracts for nationwide Combi Oven delivery within the last three years, supported by Past Performance Questionnaires (PPQs) or CPARS/PPIRS reports. All interested offerors must be registered in SAM.
Evaluation Criteria
Proposals will be evaluated based on Technical capabilities (significantly most important, must be rated "Acceptable"), Past Performance, Veterans Preference, and Price. Non-price factors combined are significantly more important than price. The government reserves the right to award without discussions.
