Purpose & Scope
This initiative seeks to standardize legacy and non-standard telecommunications and data center physical infrastructure, replace end-of-life components, standardize installation practices, update design documentation, and eliminate infrastructure designs that increase operational risk, cost, or complexity.
The scope is strictly limited to on-premises physical infrastructure modernization, including:
- Telecommunications & IT Infrastructure: Equipment racks, structured cabling (Cat 6A, fiber optic), patch panels, termination hardware.
- Power & Electrical Infrastructure: Rack-level PDUs, room-level power distribution, busway systems, grounding/bonding.
- Environmental & Cooling Infrastructure: In-row/overhead/perimeter CRAC/CRAH units, hot/cold aisle containment, environmental monitoring sensors.
- Facilities & Life Safety: Fire detection/suppression (VESDA, clean agent), conduit, firestop systems, physical security infrastructure (access control, CCTV).
- Bundled Services: Site survey, design, engineering, procurement, installation, testing, commissioning, labeling, documentation, and integration.
Exclusions: The effort explicitly excludes major architectural/structural modifications, large-scale seismic retrofitting, roof penetrations, central plant mechanical engineering, enterprise IT application migration, server virtualization, storage refresh, compute hardware, cloud transition activities, managed services, 24x7 break-fix, hazardous materials abatement, and centralized enterprise DCIM hosting. The project is a new requirement, not a recompete.
Anticipated Contract Details
The VA anticipates awarding a firm fixed price Blanket Purchase Agreement (BPA) or an alternative ordering-based strategy. Deliverables are envisioned as hardware-led line items with bundled ancillary services priced on a firm-fixed-price basis. The acquisition is project-based and deliverables-driven.
