Statement of Work (SOW)

To upgrade and repair approximately 15 Data Control Platforms (DCPs) to meet the new National Oceanic and Atmospheric Administration (NOAA) GOES Certification Standard 2 for transmitters by May 31, 2026. This upgrade is necessary for continued compliance with regulatory requirements.

• Purchase and installation of new YSIT GOES Radio transmitters (H-522P-V2) for existing Xylem Analytics YSI H-522+ DCPs.

• Perform necessary repairs to ensure DCPs are functional.

• The work will be performed in batches of three to four (3-4) DCPs.

• Contractor is responsible for providing parts, labor, special tools, and safety equipment.

• Contractor is responsible for the cost of transport of DCPs back to Reclamation after upgrades/repairs.

• The project will be completed within 6 months from the time of award.

• Tasks are expected to occur at the Contractor's own facility.

• Task 1 (first 3-4 DCPs): Award Date + 1 month

• Task 2 (next 3-4 DCPs): Award Date + 2 months

• Task 3 (next 3-4 DCPs): Award Date + 3 months

• Task 4 (next 3-4 DCPs): Award Date + 4 months

• Task 5 (remaining DCPs): Award Date + 5 months

• Compliance with NOAA's Certification Standard 2 is mandatory.

• Work must be inspected by USBR's Contracting Officer's Representative (COR) and subject matter expert.

• The government owns the DCPs (Government Furnished Property).

• The contract will be a firm fixed price type.

• Contractors are not required to work on specified Federal Holidays.
