Amendment / Modification

This amendment (Amendment 0002) to Solicitation 140FS125Q0134, effective March 3, 2026, serves to formally extend the due date for quotes and reopen the solicitation to all interested and eligible offerors.

• The solicitation has been revised with updated terms and conditions. Offerors are reminded that acknowledgment of this amendment is required.

• Item 00010 (Bulk Fuel - Gasoline) has been modified to reflect the following Period of Performance: 03/20/2026 to 12/31/2029.

• Item 00020 (Bulk Fuel - Diesel) has been modified to reflect the following Period of Performance: 03/20/2026 to 12/31/2029.

• The due date for quotes has been extended. Offerors must acknowledge receipt of this amendment in accordance with the solicitation instructions.

Solicitation / RFP / RFQ

This solicitation is for the transport and delivery of gasoline and diesel fuel in bulk to Turnbull National Wildlife Refuge (NWR) in Cheney, WA. The U.S. Fish and Wildlife Service (FWS) is seeking quotes for a 5-year, multiple-award Blanket Purchase Agreement (BPA).

• Routine supply and delivery of bulk gasoline (Regular, Unleaded, 87 Octane) and diesel fuel (#2, Clear).

• Deliveries are to the bulk fuel tanks at Turnbull NWR, 26010 S Smith Rd, Cheney, WA, 99004 (Maintenance Shop area).

• Deliveries must occur during normal business hours (Monday-Friday, 8:00 am - 4:00 pm).

• Vendors must receive a delivery request from an authorized FWS official before each delivery.

• Minimum delivery quantity limit not to exceed 200 gallons.

• Vendors must not fill a bulk fuel tank above 90% capacity (one 1,000-gallon gasoline tank and one 1,000-gallon diesel tank available).

• An itemized delivery ticket must be provided to a refuge employee upon completion of delivery.

• Contract Type: Multiple-award Blanket Purchase Agreement (BPA).

• Period of Performance: October 1, 2025 - September 30, 2030 (5 years).

• Estimated Annual Quantity: 6,000 gallons total per year (average 4-6 deliveries per year).

• Quotes are due by September 12, 2025, 5:00 PM Pacific Time.

• Submit quotes via email to Chelsea DeVivo at chelsea_devivo@fws.gov.

• Quotes must include pricing strategy for the 5-year BPA, anticipated pricing escalation, and a sample quote for 1,000 gallons of gasoline and 1,000 gallons of diesel.

• Award Basis: Trade-off Method, considering technical capability and past performance (approximately equally weighted with price).

• NAICS Code: 324199, Small Business Size Standard: 950.

• This solicitation is a TOTAL SMALL BUSINESS SET-ASIDE.

• Offerors must possess active registration in the System for Award Management (SAM) website by the quote due date.

• Invoices not exceeding $10,000 must be mailed to Turnbull NWR or emailed to jason_werner@fws.gov and paid via government purchase card/EFT.

• Invoices greater than $10,000 must be submitted via the Internet Payment Platform (IPP) at https://www.ipp.gov.
