Contract Details & Rationale

The anticipated contract will be a single, stand-alone agreement with three Cost Plus Fixed Fee (CPFF) Contract Line Item Numbers (CLINs) for labor and three Cost type CLINs for Other Direct Costs (ODCs). The period of performance is three years from the date of award, with work performed at the contractor's facilities. The rationale for sole source is that Vantor Services Inc. is uniquely capable of providing the necessary shared resources, algorithms, data, source code, and interoperability required for this acquisition. Submission & Evaluation

This notice is NOT a request for competitive proposals, and a solicitation will NOT be issued. However, in accordance with FAR 5.101(c)(4)(vi), responsible sources who believe they can meet the Government's requirements may submit a quotation, bid, or proposal. Responses must contain sufficient information to establish bona-fide capabilities and include the interested party's Unique Entity ID (UEI). All offerors must have an active registration in SAM.gov. The Government's determination not to compete this contract is solely at its discretion, and information received will be retained as market research.
