Purpose & Scope
This CFQ aims to establish a pool of qualified A&E firms for projects within the USDA-FS Southern Research Station (SRS), Pacific Northwest Research Station (PNW), and Institute for International Tropical Forestry (IITF) footprints. The database will be used for contracts not exceeding $350,000. Work may include, but is not limited to, replacements, bridges, roads, trails, surveying, construction inspection, dam design, HVAC upgrades, historic preservation, energy efficiency renovations, small warehouse/office design, energy audits, renewable energy systems design, electrical systems design, facility condition assessments, and environmental investigations. Services are needed across numerous states and territories, including Alabama, Alaska, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, Nebraska, North Carolina, Oklahoma, Oregon, South Carolina, Tennessee, Texas, Virginia, Washington State, Puerto Rico, and U.S. Virgin Islands.
Submission Requirements
Firms must submit a complete SF-330 (Parts 1 and 2), Attachment A (A&E Submittal Cover Sheet), and a copy of their current and active SAM.gov registration. A cover letter outlining the firm's specializations and capabilities is also required. The SF-330 and supporting documentation are subject to a 50-page limit (excluding the cover letter, Attachment A, and SAM registration). All NAICS codes listed on Attachment A must be present in the firm's SAM.gov record. Submissions must be in PDF format and emailed.
Eligibility & Evaluation
This opportunity is a Total Small Business Set-Aside; large businesses should not respond. The selection process follows FAR Part 36.602-5, utilizing a "best qualified" approach. Firms will be screened for minimal qualifications and added to the database. For specific projects, the top three most highly qualified firms will be identified, followed by discussions and price negotiations with the highest-rated firm. The database includes filters for State, Zip Code, NAICS Codes, Small Business Size, and Socio-Economic Classification. Existing firms on the 2024-2026 cycle need only recertify their SF-330 via email, while new applicants for 2026 must submit a complete package. All firms will be required to submit a new SF-330 for the 2027 cycle.
