Quick Summary
The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) is soliciting proposals for a Study Coordinating Center for the Lung Health Cohort (LHC). This unrestricted opportunity seeks to continue a longitudinal study defining "ideal" versus "impaired" lung health in up to 4,000 community-dwelling adults across 17 U.S. metropolitan regions. The contract will support a second in-person visit for the full cohort and ongoing remote data collection.
Scope of Work
The selected contractor will establish and operate a Study Coordinating Center responsible for:
- Program Management (Task 1.0): Facilitating management of study personnel, data, and biospecimens; organizing address histories for geocoding; evaluating CT scan quality; analyzing LHC data; performing statistical analyses; communicating with IRBs; managing study meetings; overseeing data and imaging cores; establishing governance committees; managing travel; and ensuring compliance with NHLBI Data Management and Sharing Policies.
- Follow-Up Exam and Data Collection (Task 2.0): Conducting a five-year in-clinic follow-up exam for up to 4,000 LHC participants, including physical assessments, spirometry, CT scans, questionnaires, and biological sample collection. Remote data collection, such as home spirometry and actigraphy monitoring, will also be performed. All participant-facing Information and Communication Technology (ICT) must be Section 508 compliant within six months of award.

Additional Notes
An amendment (0001) provided responses to questions, re-included Attachment 4 (Representations, Certifications), and added a clause regarding DEI discrimination. Cost breakdowns must be submitted in Excel format, separate from the PDF business proposal. Human Subjects attachments do not count towards the technical proposal page limit. This is for a longitudinal observational study, not clinical trials.
