This document is a presentation for a Virtual Industry Day/Preproposal Conference for the Strategic Plans and Policy Support Services (SPPSS) requirement for the Air Force Directorate of Strategic Plans and Policy (AF/A10). The intent is to enhance industry understanding of the requirement, obtain feedback on program management aspects (global coverage, PWS structure), provide transparency, and foster open dialogue.

• Provide technical, analytical, operational, programmatic, and planning subject matter expertise support for AF/A10 and the Integrated Air and Missile Defense (IAMD) Branch.

• Support national security strategic plans and policies, concepts, and initiatives, including Arms Control, Countering Weapons of Mass Destruction (CWMD), Nuclear Enterprise, Legislative Support, and Emerging Deterrence Issues.

• Ancillary IT, Systems, and Cybersecurity Support.

• Program Management Support.

• Contract Type: Cost Plus Fixed Fee (CPFF) with Cost Reimbursable CLINs for travel and Other Direct Costs (ODCs).

• Task Order issued off GSA OASIS+ (Unrestricted).

• Period of Performance: 5 years, with a 12-month base period (July 27, 2026 - July 26, 2027) and four 12-month option periods.

• Option to Extend Services (FAR 52.217-8) for up to 6 months is possible.

• Tentative Timeline:

  • Post FOPR/RFP: April 15, 2026
  • Proposals Due: May 15, 2026
  • Contract Award: July 24, 2026
  • Full Contract Performance: July 27, 2026

• Evaluation Criteria: Best Value tradeoff procedures. Technical is more important than price after meeting gate criteria. Gate criteria include Facility Clearance (Top Secret), Technical Approach, Management/Staffing, Small Business Participation Plan, and Cost/Price (Fair, Reasonable, Complete, Balanced, Realistic).

• Small Business Participation Plan required:

  • Small Business: 20%
  • Small Disadvantaged Small Businesses: 5%
  • Woman-Owned Small Businesses: 5%
  • HUBZone Small Businesses: 3%

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Strategic Plans and Policy Support Services in support of Headquarters, United States Air Force, Deputy Chief of Staff for Strategic Deterrence and Nuclear Integration (HQ AF/A10).

The contractor will provide expert technical, analytical, operational, programmatic, and planning support for DAF/A10 and its component divisions. The work encompasses International Affairs and Foreign Policy, Countering Weapons of Mass Destruction (CWMD) and Biodefense, Nuclear Enterprise, Legislative Support, Strategic Deterrence Education, Integrated Air and Missile Defense, Ancillary Support, and Program Management.

Key tasks include:

• International Treaties & Agreements and Foreign Clearance Program (FCP) Support
• Countering Weapons of Mass Destruction (CWMD) and Biodefense Support
• Nuclear Enterprise Support
• Legislative Support
• Emerging Deterrence Issues Research and DAF Deterrence Education
• Integrated Air and Missile Defense (IAMD) Support
• Ancillary IT, Systems, and Cybersecurity Support
• Program Management Support

Service delivery is summarized into performance objectives with minimum acceptable levels of service assessed as "Acceptable" or "Unacceptable." Key objectives include:

• Providing qualified personnel throughout the contract period.
• Providing qualified key personnel throughout the contract period.
• Ensuring accurate and compliant task deliverables without error (95% accepted on first submission).
• Ensuring compliance with all applicable security plans and protocols with zero deficiencies or violations.

Services are to be performed at CONUS & OCONUS locations as directed.

• Personnel assigned to certain tasks require a Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI), Special Access Program (SAP), and Special Access Required (SAR) programs.
• Specific subtasks may require additional clearances or eligibility.
• The contractor shall adhere to all security instructions, including physical and industrial security requirements.
• Contractor personnel shall not perform inherently Governmental functions.
