Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the Quality Assurance Surveillance Plan (QASP) for services related to Welding, Machining, Painting, and Fabrication Support for the U.S. Army Aberdeen Test Center (ATC) at Aberdeen Proving Ground (APG).

• The contractor will provide non-personal services for high-quality welding, fabrication, machining, and painting support.

• The objective is to provide these services at a reasonable price while encouraging innovation and cost reduction.

• The contract type is Cost Plus Fixed-Fee (CPFF).

• Government: Contracting Officer (KO) has authority to enter into, administer, and terminate contracts. Contracting Officer's Representative (COR) monitors technical aspects, performs inspections, communicates with the contractor, and notifies of deficiencies. Technical Monitors (TM) provide detailed technical oversight.

• Contractor: A Project Manager will be present during duty hours to coordinate and make decisions. An alternate representative may be designated.

• Contractor's Quality Control Program: The contractor must assure services comply with the PWS, identify, prevent, and ensure non-recurrence of defective services.

• Government Quality Assurance: The Government will evaluate performance based on this QASP, focusing on how performance standards will be applied and surveillance methods.

• 100% Inspection

• Surveillance Schedules will be created monthly.

• Surveillance Checklists will be used and documented.

• Surveillance documentation, including COR Status Reports, will be filed monthly.

• Nonconformance occurs when services are defective or do not meet contract terms.

• NCRs will be documented and classified as Level 1 (Minor), Level 2 (Major), or Level 3 (Critical).

• Resolution of subcontractor nonconformance will be addressed with the prime contractor.

• This acquisition does not include a Deduct Plan.

• Performed to identify trends in cost, schedule, and performance risks.

• Results will be documented in COR Status Reports and may adjust surveillance.

• Services will be accepted upon documented objective quality evidence of acceptable performance.

• Acceptance is accomplished by approving Contractor's Receiving Reports in PIEE, WAWF.

• COR Status Reports: Submitted monthly, detailing surveillances, customer feedback, NCRs, performance analysis, and recommended adjustments.

• Contractor Manpower Reporting: Required annually via SAM.gov.

• CPARS: Surveillance data will support Contractor Performance Assessment Reporting System ratings.

• Combating Trafficking In Persons (CTIP): KO to be notified of any allegations.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing on-site welding, machining, painting, and fabrication services to the U.S. Army Aberdeen Test Center (ATC) at Aberdeen Proving Ground (APG).

The contractor shall provide technical support services to the ATC Welding Fabrication, Machining and Paint Shops. Key services include:

• Welding, machining, painting, and fabrication.

• Operating and maintaining various shop equipment and machinery (conventional and CNC).

• Surface preparation (cleaning, sandblasting, grinding) and application of coatings.

• Water jetting, oxy-fuel cutting, plasma cutting, and laser cutting.

• CAM management and programming.

• Material handling, unloading, and inventory.

• Operating Government vehicles and forklifts.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Government will evaluate performance via a Quality Assurance Surveillance Plan (QASP).

• Specific performance standards are detailed in Technical Exhibit A, covering areas like Program Management, Qualified Personnel, Property Accountability, Equipment/Services, Deliverable Timeliness, Invoicing, Training, OCIs, Safety, Security, Environmental Compliance, and Product Performance.

• Place of Performance: 6350 Gillon Street, Aberdeen Proving Ground, MD, and associated APG testing ranges.

• Phase-In Period: 45 calendar days after contract award.

• Phase-Out Period: Up to 45 calendar days prior to contract end.

• Security: Contractor personnel must possess a SECRET Facility Clearance at proposal submission and maintain it. Active personnel security clearance at the SECRET level is required in DISS. Special Access Programs (SAP) may require additional personnel and clearances.

• Personnel Qualifications: Key personnel include Program Manager, Welding Working Leaders, Painter Leader, and CAM Programmer Working Leader, with specific experience and education requirements detailed.

• Training: Mandatory training includes Anti-Terrorism (AT) Level I, OPSEC Level I, iWATCH, and Information Assurance (IA) Cyber Awareness Training.

• Safety: Contractor must manage a safety program integrated with ATC's, complying with all relevant regulations. This includes providing PPE, conducting safety training, and reporting accidents.

• Environmental Compliance: Adherence to Federal, State, and local environmental statutes and regulations is required.

• Non-Personal Services: The contract is for non-personal services; the Government will not supervise contractor employees.

• Quality Control: A Quality Control Plan (QCP) must be submitted within 10 days of award.

• Reporting: Monthly progress reports and cost reports are required.

Request for Information (RFI)

This RFI is issued by the U.S. Army Aberdeen Test Center (ATC) to conduct market research for Machine Shop Support Services. The goal is to identify Small Business vendors with capabilities to support ATC's machine shop requirements, which include welding, machining, painting, and fabrication services. This is a non-personal services contract.

ATC supports military and commercial materiel developers by testing a broad spectrum of equipment. The services are needed for ATC's Welding Fabrication, Machining and Paint Shops.

• Capability: Confirmation of the ability to perform at least 51% of the work and explanation regarding the Ostensible Subcontractor Affiliation rule. Vendors should also state if they can provide the entire range of products/services or specify their capabilities.

• Past Performance: Up to 3 examples of similar work performed as a prime or sub-contractor, including contract numbers, dollar values, number of task orders, and scope similarity.

• Business Arrangements: Details on planned joint ventures, teaming arrangements, or strategic alliances, including the selection process and team member sizes.

• Additional Information: Any other relevant company information, comments/questions on the PWS, and company website.
