Quick Summary

The Air Force Life Cycle Management Center (AFLCMC) intends to award a sole-source, firm-fixed-price contract to the Accreditation Board for Engineering and Technology (ABET) for the annual ABET Accreditation Maintenance for the Air Force Institute of Technology (AFIT) at Wright-Patterson Air Force Base, Ohio. This notice serves as an intent to award, with market research indicating ABET as the only source capable of providing the required services. Interested parties who believe they can satisfy the requirements must submit a capability statement by June 3, 2026, at 11:00 AM EST.

Scope of Work

The contract requires ABET to provide its standard accreditation process to review, assess, and evaluate seven (7) of AFIT's engineering and applied science programs for accreditation maintenance. This includes delivering standard reports based on ABET's schedule of reviews and board decision process, with evaluations based on criteria established by associated professional societies.

Contract & Timeline

  • Type: Intent to Award Sole-Source, Firm-Fixed-Price
  • Product Service Code: R420 (Certifications And Accreditations For Products And Institutions Other Than Educational Institutions)
  • Period of Performance: October 1, 2025, through September 30, 2026
  • Set-Aside: None (Sole Source)
  • Response Due: June 3, 2026, 11:00 AM EST
  • Published: May 18, 2026
  • Place of Performance: Air Force Institute of Technology (AFIT/EN), Wright-Patterson AFB, OH 45433-7765

Justification & Evaluation

Market research determined that ABET is the sole recognized accreditor for college and university programs in applied and natural science, computing, engineering, and engineering technology. Their specialized and proprietary accreditation process, in place for AFIT since 1963, makes them the only source capable of maintaining accreditation for AFIT's programs. The acquisition is justified under FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A previous Sources Sought notice yielded no responses.

Special Requirements

Contractor must possess and maintain Cybersecurity Maturity Model Certification (CMMC) Level 1. All Federal Contract Information (FCI) must be handled in accordance with CMMC Level 1 security protections. Proprietary data and personal information (Privacy Act of 1974) must be protected. Payment will be 100% upon completion and acceptance, via PIEE on a net 30 basis.

Submission Instructions

Interested parties must provide a capability statement with clear and convincing evidence of their ability to satisfy the requirements. Responses, questions, and capability statements must be submitted via email to Contracting Officer Candice Snow (candice.snow@us.af.mil) and Contract Specialist Brian Algeo (brian.algeo.1@us.af.mil) by the deadline. The email subject line must be: FA860126Q0054, ABET Accreditation Maintenance. Acceptable attachment formats are PDF, .doc, and .xls. This notice is not a request for competitive proposals.
