Statement of Work (SOW)

This Statement of Work (SOW) details the requirements for the installation of an Access Control System (ACS) and Video Monitoring System for the Human Performance Optimization Facility (Building 207) at Moody AFB, Georgia. The goal is to enhance security and monitoring capabilities within the facility.

• Access Control System (ACS): Installation of a system including a computer workstation, Common Access Card (CAC) and PIN (two-factor authentication) readers, and associated cameras and video system. The system must be controlled by the ACS workstation.

• Common Access Card (CAC) Contact/PIN Reader: Two-factor authentication keypads are required. Readers exposed to elements must be protected. Existing locations and penetrations should be utilized. Readers are to be located at the main entry door only and must comply with ADA requirements.

• Door Locking Mechanism: Installation of Balanced Magnetic Switch (BMS) or magnet style door locking mechanisms at the main entry door. ACS must support instant locking via a "panic" style button or system activation. Doors require a Request to Exit (REX) sensor and manual release mechanism. The system must maintain power for at least 24 hours during an electrical loss.

• Lock-Down Mode: Lock-down can be initiated via the computer workstation or a "lock-down button" at the reception desk. Panic/lock-down buttons require protective covers. Deactivation requires a key or workstation access.

• Computer Workstation: A stand-alone Windows 11 computer (NDAA Section 889 compliant) with sufficient RAM (16GB minimum) and SSD storage. It must be capable of controlling all system functions, managing user access logs, and reviewing/exporting video footage for a 120-day period. No commercial or USG internet connectivity is allowed.

• Video Monitoring System (CCTV): Cameras are to be installed at specified locations (main entry, near room 106, hallway, west/east sides of HPC, rear exit). Cameras must provide high-quality (2K) video in low-light conditions and recognize facial features. They must connect to the ACS workstation and not the Air Force Network or commercial internet.

• Optional Video Monitoring Extension (CLIN-0002): If funded, a large monitor (minimum 55 inches) will be installed at the reception desk to display all active cameras.

• Video quality must be high (2K) and capable of recognizing facial features.

• Footage must be retained for 120 days and be accessible.

• System must maintain security configuration settings for at least 24 hours during power loss.

• Installation is to be completed no later than August 1, 2026.
