Scope of Work
The contractor will provide comprehensive instructional training and range development services for the ACO-P course. This includes:
- Developing and delivering adult learning instruction and facilitation.
- Assisting in the development of Government-owned Cyberspace Operations (CO) curriculum.
- Configuring, managing, and implementing virtual cyber range environments, including supporting the Persistent Cyber Training Environment (PCTE) network.
- Conducting student assessments and providing technical instructor/writer and range developer support.
- Providing Mobile Training Team (MTT) capability for surge requirements at other locations.
Contract Details
- Contract Type: Firm Fixed Price (FFP).
- Period of Performance: One (1) Base Year (July 6, 2026 - July 5, 2027) and two (2) 12-month option years, for a total duration not exceeding 42 months.
- Place of Performance: U.S. Army Cyber School, U.S. Army Cyber Center of Excellence (CCoE), Fort Gordon, Georgia.
- Security Clearance: All contractor employees must possess a Top Secret (TS) with Sensitive Compartmented Information (SCI) security clearance at the start of work performance. The Government will not sponsor clearances.
Submission & Evaluation
- Proposal Due Date: June 2, 2026, 6:00 PM ET.
- Submission Method: Proposals must be submitted via email.
- Proposal Format: Organized into four volumes: General, Technical Experience, Past Performance, and Price.
- Evaluation: Award will be based on a Lowest Priced Technically Acceptable (LPTA) source selection process (FAR 15.3). Evaluation factors include Technical Capability (rated Acceptable/Unacceptable), Past Performance (rated Acceptable/Unacceptable), and Price. No trade-offs between cost/price and non-cost/price factors are permitted.
- Key Clarifications: The Quality Control Plan (QCP) must be included within Volume II (Technical Experience). The requirement for a Total Compensation Plan has been removed. Past performance references should not go back further than three years.
