Purpose & Scope
DHA's mission is to offer dental care to eligible ADSMs. The ADDP4 contract aims to provide worldwide, cost-effective dental coverage to ADSMs across all U.S. Uniformed Services (Army, Navy, Air Force, Marine Corps, Space Force, Coast Guard, NOAA, Public Health Service). This includes diagnostic and preventive services, establishing and maintaining CONUS and OCONUS provider networks, timely claims processing, and accessible customer service. The contractor will supplement care from DoD Dental Treatment Facilities (DTFs) and serve ADSMs in areas without DTF access.
Key Requirements & Performance Standards
The DRAFT PWS outlines extensive requirements, including compliance with ADA Current Dental Terminology (CDT), high accuracy for ADSM enrollments, and specific network access standards for various dental specialties (Rural, Suburban, Urban). Performance metrics include a 95% annual provider retention rate, timely directory updates, efficient referral/appointment/authorization processes, and rapid claims processing (e.g., 95% CONUS claims within 14 days, OCONUS within 21 days).
