Purpose & Scope

TSA is implementing a Qualification Process in accordance with FAR 9.202 to create an AIT QPL. The goal is to qualify new generation AIT systems (Functional Category 3) that meet TSA's Functional Requirements Document (FRD). Systems should scan passengers without requiring clothing removal beyond outerwear and provide Automated Target Recognition (ATR). Two tracks are available: Track 0 for static motion systems (TSA PreCheck) and Track 1 for dynamic motion systems (Standard Checkpoint Lanes). Tier IV detection is required for Track 1 Static Motion Systems and Track 2 Static Motion Mode.

Eligibility & Requirements

Applicants must be the Original Equipment Manufacturer (OEM). Prerequisites include readiness testing for Track 0 and a TSA Certification Letter for Tier IV Detection for Track 1 (initial requirement DS 4.1 Tier IV, full requirement DS 6.3a Level 3). Secret-level security clearances and facility clearances are mandatory. Access to Sensitive Security Information (SSI) requires executing TSA Form 2815 Non-Disclosure Agreement. The grandfathering requirement for vendors with previous QPL systems has been removed.

Qualification Process

The multi-step qualification process involves SSI/classified document requests, readiness testing, Vendor Data Package (VDP) submission, Qualification Data Package (QDP) submission, qualification testing, Cooperative Vulnerability Penetration Assessment (CVPA), Independent Operational Test & Evaluation (IOT&E), and final approval. TSA can process multiple submissions in parallel, but testing is limited to the first two QPL applicants with an approved QDP per track. Non-critical failures during testing will be scored based on their impact.

  • Systems for Qualification Testing & CVPA (QPL Step 6): Delivery/installation within 10 days of TSA notification of field site.

Contract & Additional Notes

Placement on the QPL does not guarantee a contract award; procurement decisions will be made as requirements arise. The AIT QPL will remain open until closed by TSA. Approved QPL Applicants will enter a no-cost bailment agreement for equipment during the qualification process. Trade Agreements and Buy American Act provisions are applicable.
