Scope of Work
The APAC IDIQ will provide the Air Force Life Cycle Management Center Propulsion Directorate (AFLCMC/LP) with capabilities for: a) rapid technology development for novel propulsion, b) unique solutions and innovative ideas, c) advancing new technologies and system concepts, and d) enabling rapid response across all lifecycle phases of propulsion development. This includes Science & Technology, Research & Development, Test & Evaluation, Integration, Production, Fielding, Operations & Sustainment, Modernization, Prototyping, Experimentation, Hardware/Software Modifications, Propulsion Design, and Data Mining/Analysis. The scope is broad, covering propulsion enterprise program requirements, including aircraft propulsion, but not limited to gas turbine engines or solid rocket motors.
Contract Details
- Type: Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ)
- Ceiling: $16.1 billion
- Period of Performance: 15 years (5-year base + 5-year option for ordering, plus 5 years for work completion)
- Contract Types: Delivery Orders (DOs) and Task Orders (TOs) may be Firm Fixed Price, Fixed Price Incentive Firm, Cost Plus Fixed Fee, Cost, and others.
- Minimum Guarantee: Negotiated price of Delivery Order 1 (DO1), which is a fixed price of $1,000 for a Post Award Orientation Conference (PAOC).
- NAICS Code: 336412 (Engines & Engine Parts) with a 1,500 employee size standard.
- Set-Aside: This opportunity is open to all small and non-small (large) companies. Small Business Participation is a key evaluation factor, and non-small businesses must submit a Small Business Subcontracting Plan. Future DO/TOs may be set aside for small businesses.
Evaluation Factors
Proposals will be evaluated for acceptability based on Factor 1: Technical Proficiency, which includes three subfactors:
- Subfactor 1: Technical Capability: Two detailed efforts demonstrating capability in relevant propulsion areas.
- Subfactor 2: Propulsion Industry Relevance (PIR): One effort demonstrating prior experience in propulsion-relevant technologies.
- Subfactor 3: Small Business Participation Commitment Document (SBPCD): A realistic and credible approach to small business utilization. The completed SBPCD counts towards the 12-page limit for Volume II. Offerors must receive an acceptable rating for all three subfactors to be eligible for award. The government intends to award to all qualifying offerors.
