Quick Summary

GSA will use this list to award AE contracts primarily for repair and alteration projects within existing buildings. The estimated cost of construction at award (ECCA) can range from $2,000 up to $3.961M. Services cover the entire project lifecycle, including:

  • Core Project Life Cycle Services: Planning, pre-design, feasibility studies, master planning, cost estimating, assessments, investigations, environmental reviews, energy audits, design and documentation (concept, design development, construction documents, interior design), construction support, and closeout services.
  • Specialized Technical & System Design: Mechanical, Electrical, and Plumbing (MEP) services, building structure and envelope evaluations, façade remediation, water infiltration investigation, safety, security, and code compliance (Fire/Life Safety, Seismic/Blast protection).
  • Suggested AE Disciplines: Architecture, Interior Architecture, Mechanical, Electrical, Structural, Civil, Plumbing, Historic Preservation, Fire Protection Engineering, Security, Space Planning, Cost Estimating, Environmental Services, Building Information Modeling (BIM), and Quality Control.

Submission Requirements & Evaluation Factors

Firms must submit a single PDF package (max 20MB, 30 pages) via email to aeshortselection@gsa.gov by June 1, 2026. The package must follow a specific order:

  2. SAM Entity Overview Print Out: Active SAM registration is required.

  • Team Capacity, Management, and Quality Control: Ability to manage task orders, sub-consultants, and customer agencies, with formalized QC processes.
  • Key Personnel Education and Qualifications: Licensing in relevant states and expertise in specialized roles (e.g., Qualified Fire Protection Engineer).
  • Past Performance: CPARS for government primes (max 3 recent records); no negative impact for firms without government experience.
