Contract Details & Requirements
This is a Firm Fixed-Price contract with a period of performance including a phase-in (Dec 2026 - Jan 2027), a base period (Feb 2027 - Nov 2027), and four option years extending through November 2031. The NAICS code is 491110 (Mailing And Distribution Services). The contractor must secure a lease for the GAMT facility at Frankfurt International Airport, providing office space for government personnel. Key personnel (Project Manager, Alternate Project Manager) are no longer required to hold U.S. Secret Security Clearances, and the contractor is solely responsible for airport access badges. Compliance with numerous postal publications, DoD instructions, and host nation laws is mandatory. The requirement for 8,000,000 kg annual processing volume for technical experience is a strict minimum.
Evaluation Factors
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Proposals will be evaluated on Price, Technical approach, and Past Performance. The Technical evaluation includes three subfactors: Past (Technical) Experience, Management Approach, and Quality Control Plan, all rated "Acceptable" or "Unacceptable." Past Performance will assess recency (12 consecutive months within the last 5 years) and relevancy (similar scope and magnitude, e.g., 8,000,000 kg/annually). Unreturned Past Performance Questionnaires (PPQs) will result in a 'Neutral' rating.
