Evaluation factors are Price, Technical, and Past Performance. Technical and Past Performance, when combined, are approximately equal to price. Award will be made to the 8(a) offeror whose technically acceptable proposal offers the best value, considering the lowest evaluated reasonable and realistic price with a "Substantial Confidence" performance rating.
