Purpose & Program Description

The AEWTTR Project Office at NAWCWD China Lake, CA, serves as the system support activity (SSA) for Naval Aviation Training Systems Program Management AIR (PMA 205) and DoD activities. It provides engineering expertise for the development, upgrade, and life cycle sustainment of real-time and simulated multi-spectral threat emitting equipment to enhance aircrew lethality and survivability. These complex systems require continuous modification and modernization to provide realistic battlefield scenarios.

Required Capabilities

The Government is seeking capabilities across a broad range of areas, including:

  • EWTS Sustainment, Service Life Extension, and Technical Refreshes: Maintenance, repair, updates, modifications, testing, delivery, and integration of components for threat systems.
  • Range Instrumentation, Equipment, and EWTS Connectivity: Development, integration, and testing of networked instrumentation for aircrew training, weapons evaluation, and countermeasures.
  • Open Loop and Closed Loop EWTS Life Cycle Logistics and Spare Parts: Development, assembly, testing, and delivery of parts to maintain operational status.
  • Man-Portable Air Defense Systems (MANPADS) Interface Instrumentation: Development and installation of devices to gather and transmit MANPADS data.
  • Opposition Forces (OPFOR) Systems: Design, development, upgrade, and installation of Communication, Electronic Attack (EA), and Integrated Air Defense Systems (IADS) components.
  • Electronic Warfare Multiplexer (EW MUX): Sustainment and upgrade of interface hardware and software.
  • Smart Target/Multispectral Threats Development: Design, development, assembly, testing, and integration of Smart Targets/Multispectral Threats Systems.
  • Studies, Analyses, and Site Surveys: Assessment and provision of upgrade solutions for active and inactive threat systems.
  • EWTS SSA: Engineering, configuration management/data management (CM/DM), and logistics support.
  • Cybersecurity Sustainment: Vulnerability management (scan-remediate-rescan), patch management, Cybersecurity Workforce (CSWF) compliance, and system accreditation support.
  • Equipment Frequency Allocation (DD 1494): Technical expertise for developing and maintaining documentation for equipment certification.
  • Training: Creation, update, and delivery of documentation and formal training for EWTS and peripherals.
  • Future and New Capabilities: Assessment of emerging foreign threats, creation of concepts/prototypes, and design/development/production/testing of new EW training capabilities.
