Potential areas of interest include Seeker S&T, Warhead Energetics, Software Defined Radio Prototyping, Prototype integration, WOSA modeling, Advanced system reprogramming, AI/ML, Hardware/Software Design, System Modeling, Data Mining, Computer Networks, and MBSE related software development.
Contract Details
Awards may result in an Other Transaction (OT) agreement under 10 U.S.C 4022, a FAR Part 12 contract, or no contract. The CSO is open until June 4, 2026. No funding is currently available, and the Government's obligation is contingent upon the availability of appropriated funds. There is no specific set-aside for this CSO. Vendors receiving prototype OT project awards will be required to share cost (one-third) unless they are a non-traditional defense contractor, small business, or a team consisting entirely of such entities.
Submission & Evaluation
Specific requirements and submissions will be posted as "spirals" with distinct calls to action, detailing the Area of Interest (AOI), period of performance, and technical evaluation criteria. Solution briefs are submitted in response to these spirals, which can be "Closed" (submissions by deadline) or "Open" (submissions accepted anytime). Commercial Solution Briefs (CSBs) will be evaluated against criteria stated in the CSO. Evaluation factors will primarily be technical merit, importance to agency programs, and funds availability, with price considered appropriately. The Government is not obligated to pay for responses.
