Purpose
This RFI serves solely for market research to refine the scope, structure, and terms of a potential future solicitation. The Government is contemplating a Multiple Award Task Order Contract (MATOC) structure to procure comprehensive BOS services, with individual task orders being competed and awarded at the installation level.
Scope of Work
The requirement is highly complex and multi-functional, integrating both Civil Engineering (CE) and Logistics Readiness Squadron (LRS) portfolios. Anticipated services include, but are not limited to:
- Real Property Maintenance: Facility operations, maintenance (preventive/corrective), HVAC, electrical, plumbing, structural systems, grounds, and localized facility supply chain management.
- Materiel Management: Installation supply chain operations, warehousing, inventory control, HAZMAT, Flight Service Center, and Individual Protective Equipment (IPE) management.
- Ground Transportation & Vehicle Management: Management and maintenance of Government-owned vehicle fleets, heavy equipment repair, standard ground transportation, and vehicle accountability.
- Traffic Management: Processing inbound/outbound cargo (including hazardous/explosive materials) and official passenger travel arrangements.
- Fuels Management: Complete management of petroleum, oil, and lubricant (POL) operations, including receipt, storage, transfer, issue, and quality control testing of various fuels.
Potential Performance Locations
Services may be required at Grissom (IN), March (CA), Niagara (NY), Pittsburgh (PA), Westover (MA), Carswell (TX), Homestead (FL), Dobbins (GA), Minneapolis (MN), and Youngstown (OH).
Contract Details
- Anticipated Type: Multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts (MATOC).
- Period of Performance: Five-year base ordering period with a five-year option, for a potential total of ten years.
- Task Orders: Individual task orders will be Firm-Fixed-Price (FFP) for recurring services and Not-To-Exceed (NTE) for unscheduled corrective maintenance/major repairs.
- Projected Award Date: TBD – FY28/29.
- Projected Value: $900+.
- NAICS Code: Tentative 561210 – Facilities Support Services (SBA Small Business size standard: $47 Million).
- Set-Aside: No set-aside specified for the MATOC, but the Government is committed to maximizing Small Business participation and may consider a "Small Business Reserve" for task orders.
