Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Air Force (AFWERX Prime) has issued an Innovative Capabilities Opening (ICO) for prototype projects, with a current focus on Call 0002: Electrification of Fixed Wing Aircraft. This initiative seeks to accelerate emerging technologies in partnership with industry to enhance DAF mission capabilities. Pitch Decks for Call 0002 are due by April 18, 2026, 11:59 PM EDT.

Purpose & Scope

This ICO serves as an umbrella solicitation to identify and acquire new solutions for the Department of the Air Force, remaining open indefinitely with specific "Calls" issued via amendments. Call 0002 specifically targets prototype projects for the electrification and hybrid-electric propulsion of fixed-wing aircraft. The goal is to assess and accelerate these technologies to improve aircraft performance, reduce costs, and enhance operational capabilities for DAF mission sets. Solutions should be mature enough for credible demonstration and quantitative performance data generation.

Key Requirements / Deliverables

For Call 0002, solutions should address propulsion architectures, power/energy management, thermal management, system integration, and aircraft-level performance impacts. Deliverables may include program kickoff and reviews, baseline definition, system architecture, engineering analysis, test and demonstration plans, ground test data, prototype/aircraft demonstration results, and a final technical report. The primary focus is on hardware-focused electrification solutions, with sufficient maturity for demonstration.

Contract Details

Awards are anticipated to be Other Transactions (OT) for Prototype Projects under 10 U.S.C. § 4022, with a maximum period of performance of 24 months. Work will primarily be performed at contractor facilities. The process involves a two-step methodology: an initial 10-slide Pitch Deck submission, followed by a potential invitation for a full Request for Proposal (RFP) for selected offerors.

Submission & Evaluation

  • Submission: A not-to-exceed 10-slide Pitch Deck must be submitted via email to afrl.primeicocall002.ext@afrl.af.mil.
  • Open Period: March 20, 2026, through April 18, 2026, 11:59 PM EDT.
  • Evaluation: Pitch Decks will be assessed based on eligibility, technical feasibility, importance to the Government, technology maturity, and the credibility of the proposed data-generation and demonstration approach.
  • Next Step: Selected offerors may be invited to submit a full RFP.

Eligibility / Set-Aside

Offerors must be registered in SAM.gov and eligible to receive federal awards. Performance is restricted to US-based firms only (Export Controlled), and foreign participation is precluded. Eligibility for prototype awards under 10 U.S.C. § 4022(d) is required, which often involves non-traditional defense contractors or small businesses.

Additional Notes

The Government reserves the right to select one, multiple, or no offerors and will not reimburse costs associated with Pitch Deck submissions. Non-Government advisors may have access to submitted data. Funds are subject to availability.
