Scope of Work

- Engineering Support: For AH-64 and CH-47 aircraft, airframe, systems, components, and accessories, including Boeing repair and design engineering expertise for depot maintenance.
- Sustainment Elements: Packaging, storage, reliability improvements, and field engineering support.
- Performance-Based Functions: Demand forecasting, inventory management, warehousing, supply chain engineering support, training, material support and availability, process improvements, and field service representation. The contractor will manage approximately 1280 National Item Identification Numbers (NIINs) with performance metrics for material availability and order response time. Actual repair of depot-level items is excluded.

Evaluation & Intent
The Government's primary intent is to use a letter solicitation format to the sole source Original Equipment Manufacturer (OEM), Boeing Company, under the authority of FAR 6.302-1. This is due to the age of the weapon systems, lack of up-to-date drawings, unavailable tooling, obsolete materials, diminished vendor base, and DLA's lack of sufficient technical data, with Boeing possessing the necessary technical capability and data.
Non-OEM & Surplus Dealer Interest
Non-OEM sources and surplus dealers interested in any NIINs should notify the Contracting Officer prior to the closing date. Responses must include a completed surplus certificate (DLAD 52.211-9000) or adequate traceability documentation, identify items of interest, evidence of ability to supply, quantity available, and price. The Government may alter its acquisition strategy if non-OEM or surplus options are in its best interest.
