Quick Summary

The Defense Logistics Agency (DLA) is soliciting a Firm Fixed Price Incentive Fee proposal for AH-64 and CH-47 Global Support under the existing Boeing Captains of Industry (BCOI) contract (SPRPA1-22-D-001U). While the Government intends to sole source to Boeing Company, this presolicitation also invites non-OEM sources and surplus dealers to express interest. Responses are due by April 11, 2026.

Scope of Work

This requirement is for a comprehensive, performance-based supply chain management program supporting AH-64 and CH-47 aircraft parts. Key services include:

  • Logistics Management: Wholesale supply support, depot-level consumable support, material management.
  • Engineering Support: For AH-64 and CH-47 aircraft, airframe, systems, components, and accessories, including Boeing repair and design engineering expertise for depot maintenance.
  • Sustainment Elements: Packaging, storage, reliability improvements, and field engineering support.
  • Performance-Based Functions: Demand forecasting, inventory management, warehousing, supply chain engineering support, training, material support and availability, process improvements, and field service representation. The contractor will manage approximately 1280 National Item Identification Numbers (NIINs) with performance metrics for material availability and order response time. Actual repair of depot-level items is excluded.

Contract & Timeline

  • Type: Firm Fixed Price Incentive Fee
  • Vehicle: Boeing Captains of Industry (BCOI) contract, SPRPA1-22-D-001U
  • Base Period: November 19, 2027, through November 18, 2030 (seven option years to be synopsized later).
  • Set-Aside: None specified.
  • Response Due: April 11, 2026, 8:00 PM ET.
  • Published: March 27, 2026.
  • Place of Performance: Saint Louis, MO.

Evaluation & Intent

The Government's primary intent is to use a letter solicitation format to the sole source Original Equipment Manufacturer (OEM), Boeing Company, under the authority of FAR 6.302-1. This is due to the age of the weapon systems, lack of up-to-date drawings, unavailable tooling, obsolete materials, diminished vendor base, and DLA's lack of sufficient technical data, with Boeing possessing the necessary technical capability and data.

Non-OEM & Surplus Dealer Interest

Non-OEM sources and surplus dealers interested in any NIINs should notify the Contracting Officer prior to the closing date. Responses must include a completed surplus certificate (DLAD 52.211-9000) or adequate traceability documentation, identify items of interest, evidence of ability to supply, quantity available, and price. The Government may alter its acquisition strategy if non-OEM or surplus options are in its best interest.

Additional Notes

A list of NIINs and Part Numbers is available in the "Revised Market Basket R1.xlsx" document, posted March 27, 2026. Contact: Nathanael Swamy (nathanael.1.swamy@dla.mil, 2675681596).
