Solicitation / RFP / RFQ

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for a comprehensive hardware and software upgrade of the Zone 5 HVAC control system at the U.S. Embassy in Addis Ababa, Ethiopia. The project aims to migrate the existing legacy LON-based communication architecture to a modern Honeywell Optimizer BACnet/IP platform to enhance system reliability, monitoring capabilities, energy efficiency, and indoor air quality tracking.

• Existing System Removal: Safely remove all existing LON-based VAV and AHU controllers and associated legacy sensors within Zone 5. Removed components are to be retained as spare parts.

• Controller Installation: Install new Honeywell Optimizer VAV and Unitary controllers, including necessary I/O expansion modules.

• Sensor Replacement: Replace room sensors and discharge air sensors with new devices capable of measuring Temperature, Relative Humidity, CO2, and Discharge Air Temperature (DAT).

• Network Architecture: Migrate communication trunks to a BACnet/IP architecture using Honeywell Optimizer controllers and TIL adapters for IP-over-twisted-pair.

• Programming and Integration: Develop and load optimized control programs, update BAS frontend GUI with revised floor plans and new trend logs, configure alarms, and ensure full integration with existing BAS servers and devices.

• Controllers: Twenty-nine Honeywell Optimizer VAV controllers and two Honeywell Optimizer Unitary controllers.

• Sensors: High-accuracy wall modules for room sensors (Temperature, Relative Humidity, CO2).

• Spare Parts: Contractor must provide (3) Room Sensors, (1) Honeywell Optimizer Unitary Controller, (1) I/O Expansion Module, and (1) TIL Adapter.

• Work will be performed within the Zone 5 HVAC service area.

• Contractor access must be coordinated with building operations.

• Perform and document point-to-point testing.

• Conduct full functional testing of AHUs and VAVs under live operating conditions.

• Provide owner training and system demonstration.

• Final digital as-built drawings and wiring diagrams.

• Electronic O&M manuals, controller programs, and system backups.

• Itemized cost breakdown (Materials, Labor).

• Contractor license information and relevant certifications.

• Minimum 16 hours of training for Owner personnel (8 hours operator-level, 8 hours technical/maintenance).
