Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.

Quick Summary

The Department of the Army, through the Cyber Fusion Innovation Center (CFIC) and Army Cyber Command (ARCYBER) Technology and Innovation Center (ArCTIC), is hosting an AI Effects at the Edge Assessment Event. This Special Notice seeks industry expertise to develop an Artificial Intelligence (AI) / Machine Learning (ML) model embedded on a commercial platform. The goal is to enable advanced capabilities for modular mission payload (MMP) development and seamless integration with connected sensors, addressing current inefficiencies in autonomous payload creation and deployment. The place of performance is Augusta, GA.

Scope of Work

The initiative requires solutions that can:

  • Integrate with data repositories (pull/push).
  • Autonomously develop low-sophistication MMPs.
  • Port AI-developed MMPs to connected sensors.
  • Feature an embedded AI/ML model compatible with commercial platforms and scalable for enterprise operations.
  • Comply with ARCYBER's DevSecOps standards and achieve Authority to Operate (ATO).

Deliverables

  • Phase 1: A functional prototype platform with an embedded AI/ML model, comprehensive architecture/design/operational guides, and a demonstration environment.
  • Phase 2: Expanded platform capabilities to support broader sensor integration.

Contract & Timeline

  • Type: Special Notice, leading to non-FAR-based agreements (e.g., OTAs, B2B Contracting Mechanism through PIA) for prototype projects. Successful prototypes may lead to follow-on production contracts without further competition.
  • Set-Aside: None specified. Open to U.S. Citizens from Industry, Academic, and National Lab partners.
  • Whitepaper Submission Deadline: April 27, 2026, 11:59 PM ET.
  • Virtual Demonstration: June 9-11, 2026.
  • Selection Notification: Expected around June 15, 2026.
  • Published: April 21, 2026.

Evaluation

Submissions will be evaluated primarily for technical merit. Down-selected companies will be invited to a virtual demonstration assessment event. This event is considered competitive, similar to a Broad Agency Announcement (BAA) or Commercial Solutions Opening (CSO).
